At SMUD, we play a key role in achieving these targets and leading our region toward a zero-carbon future. In addition, we actively participate in programs overseen by the California Air Resources Board (CARB), such as the Cap-and-Invest Program, which is designed to reduce greenhouse gas emissions and accelerate California's clean energy transition. We're seeking an experienced and visionary manager to lead our Renewable and Carbon Credit Portfolio team. As the Manager of the Renewable & Carbon Portfolio Planning, you'll oversee all aspects of our RPS and carbon credit compliance. You'll ensure we meet or exceed regulatory requirements while maximizing the value of these portfolios to achieve both financial and environmental goals. Leading a cross-functional team and collaborating across the organization, you'll help advance SMUD's long-term vision of delivering reliable, affordable, and sustainable power to our community. This strategic role includes developing and implementing long-term compliance and portfolio strategies, supervising and developing your team, managing regulatory filings, maintaining strong relationships with agencies like the California Energy Commission and California Air Resources Board, and providing accurate forecasting and analysis to guide executive decisions. If you have a strong background in business, finance, economics, or engineering with at least five years of experience in forecasting, economic analysis, and management we invite you to apply.PurposeTo provide management, expertise, and guidance by overseeing all aspects of SMUD’s Renewable and Carbon credit portfolio ensuring SMUD is prepared to meet long-term regulatory compliance requirements while maximizing the value of the portfolio to achieve financial objectives of the organization; and maintaining SMUD’s long term carbon compliance outlook.Nature and ScopeThis manager oversees a cross functional team within a broad scope of responsibilities; develops, implements and manages department goals, objectives, policies, and priorities in partnership with the department Director; selects, trains, motivates, evaluates, and develops staff; and ensures, alongside management peers, that department strategic objectives and priorities are achieved.

Requirements

  • Bachelor’s degree with major course work in business administration, economics, finance, electrical engineering, or a related field from an accredited college or university, or equivalent experience. If no degree, nine or more (9+) years of relevant experience are required.
  • At least five (5+) years of progressively responsible relevant work experience conducting forecasting and economic analysis, including at least five (5) years of supervisory and/or managerial experience. Experience can run concurrently.
  • Methods and techniques for planning, organizing, directing, and controlling work activities; methods and techniques for training staff; procedures for evaluating and recording performance results, recruiting, screening, and hiring; policies and procedures related to supervisory practices and employee rights; policies and standards for interacting with local, state and national authorities and agencies; budget administration and business strategic planning and development; techniques and strategies for public speaking; concepts for cost control and project scheduling; performance management techniques related to Project Management; procedures and practices for project budget management; practices of economic assessments of projects and programs; practices of various analytical approaches; techniques and practices for cost benefit analyses; fundaments of complex mathematics, algebra, and geometry, and of statistics, trigonometry and calculus; structures of utilities including ISO and PX procedures; familiarity with generation, transmission and distribution resources; practices of finance and accounting; concepts of utility financial planning and forecasting; techniques for developing forecasting models; theory and application of marginal cost, production cost modeling and utility rate/finance forecasting; reporting requirements for SEC, CEC and FERC; processes and practices for business marketing including customer surveys, product design, testing processes, market identification and segmentation, and sales of product delivery and program development; safety policies, practices and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.
  • Direct on-the-job training activities; establish, manage, monitor, and update a budget; interpret and apply SMUD policies procedures, applicable MOU and/or other special agreements; participate with upper management to establish corporate strategic plans and objectives; plan, organize, direct, control, and review the work of others; compile and prepare technical, statistical and/or analytical reports and presentations; develop and conduct oral presentations to internal/external audiences; explain complex and/or controversial policies, regulations, procedures, and/or activities internally/externally; express ideas/facts clearly and concisely one-on-one or to groups, taking into account the audience and nature of information; monitor and manage projects; plan, organize, prioritize, and schedule projects; assess complex issues and develop/implement resolution alternatives; identify the potential long-term outcomes of a change in operations; develop an estimation of how a system should work under ideal conditions; gather data from appropriate sources and identify relevant factors; generate a number of viable alternatives to problems; interpret, evaluate and apply pertinent policies, procedures, regulations, and requirements; interpret, clarify, understand, and assess verbal/written information and ideas; organize highly complex and conflicting data in a readily understandable manner for various audiences; prepare a business case to weigh the relative costs and benefits of a potential action; supervise development of financial and economic models of utility operations and interactions; provide quality control over forecasts, analysis and key economic indications; direct staff in searching, acquiring and interpreting data used to assess SMUD's industry position; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.

Nice To Haves

  • Demonstrated experience managing a multi-million dollar renewable energy or carbon credit portfolio for a utility, government agency, or private sector organization.
  • Track record of developing and implementing long-term compliance strategies for California RPS or similar renewable portfolio programs.
  • Proven ability to interpret and apply complex energy market regulations, including those issued by the California Energy Commission and California Air Resources Board.
  • Experience negotiating, managing, and optimizing contracts for renewable energy resources or environmental commodities (such as RECs or carbon allowances).
  • Advanced proficiency in quantitative analysis, forecasting, and reporting using tools such as Excel, Power BI, or energy market modeling software.
  • Leadership experience overseeing cross-functional teams, including performance management, professional development, and mentoring in a compliance or resource planning environment.
  • Successful development and delivery of executive-level presentations on portfolio performance, market trends, and regulatory impacts.
  • Experience collaborating with internal departments (such as resource planning, finance, legal, or external affairs) to achieve compliance goals and maximize portfolio value.
  • Proven record of identifying process improvements, increasing operational efficiencies, or reducing compliance risks in a renewable energy or carbon credit program.
  • Experience with forecasting, strategy, and compliance of CARB's Cap-and-Invest Program.

Responsibilities

  • Manage SMUD’s Renewable Energy credit (REC) portfolio to maximize the value of the Renewable Portfolio Standard (RPS) and California Air Resources Board (CARB) Carbon Allowance allocations; ensure compliance with California’s RPS requirements and manage RECs for SMUD’s green pricing programs; develop long-term strategies for using Cap and Trade Carbon Allowances to meet financial objectives; conduct risk evaluation to determine trade-offs in decision-making; maintain RPS compliance and enforcement reports, ensuring adherence to California Energy Commission (CEC) requirements; coordinate with SMUD’s Resource Planning team on REC needs for compliance.
  • Oversee compliance with regulatory filings such as RPS and Power Source Disclosure (PSD); represent the department in cross-functional teams discussing renewables and carbon credits; act as the subject matter expert on new regulatory requirements proposed by CEC and CARB; assess regulatory changes and ensure new renewable contracts meet compliance requirements.
  • Provide supervisory oversight for SMUD’s RPS and Carbon portfolios; develop and present RPS and Carbon allowance outlook information to management; maintain models and forecasts for accurate reporting and update long-term strategies; collaborate with budget and finance teams to reflect compliance costs and forecast allowance values; support decision-making on renewable and carbon-free resources in coordination with Resource Planning.
  • Ensure timely and accurate RPS and PSD compliance and annual reporting with the CEC and maintain accurate record keeping supporting compliance.
  • Support SMUD’s overall Integrated Resource Planning process.
  • Provide supporting analytics for business practices and projects to senior management, the Board, and the public; present forecasting and market data to inform key stakeholders of economic factors affecting SMUD policy and direction.
  • Direct the work of subordinates, ensuring staffing levels and work quality meet defined objectives; interpret and execute SMUD’s policies and procedures, oversee and evaluate work, and ensure staff safety; hire, train, coach, mentor, and develop subordinates to solve complex problems and meet project and operational schedules and budgets.
  • Monitor unit budget expenditures, identify and reconcile anomalies, and revise schedules and assignments as needed; develop unit budget recommendations and participate in the review of the preliminary department budget.
  • Oversee internal and external department projects, including developing project plans, negotiating contracts, and monitoring progress; ensure projects are completed within scope, budget, schedule, and meet SMUD’s quality and policy standards.
  • Perform other related duties as needed to include working outside of typical business hours when necessary.
