The team is responsible for researching, implementing, and maintaining Medicaid and other health and human services reimbursement setting methodologies and rates for LTSS providers, including operational execution of new rate initiatives and legislative direction. Establishes goals, priorities, standards, and quality controls; ensures adherence to state and federal policies and requirements; and collaborates with internal and external stakeholders. Works under minimal supervision, with extensive latitude for initiative and independent judgment. Supervises the work of others.  

Requirements

  • Knowledge of Medicaid and LTSS reimbursement concepts, cost reporting and rate modeling, and the role of Provider Finance in program and policy implementation.
  • Knowledge of local, state, and federal laws and regulations relevant to Medicaid, LTSS programs, and state agency operations; and of the principles and practices of public administration and management.
  • ​Knowledge of project management practices related to benefit, rate, or system implementations.
  • ​Skill in using logic and reasoning to identify strengths and weaknesses of alternative approaches, and solutions to administrative and technical problems.
  • Skill in leading teams, managing workloads, and aligning staff activities with strategic and operational priorities.
  • ​Skill in using computers and applicable software for spreadsheets, presentations, financial analysis.
  • Ability to manage division or department activities; establish goals and objectives; and develop and evaluate policies, procedures, and business processes related to rate setting and implementation.
  • ​Ability to interpret complex policy, financial, and statistical information and communicate implications for LTSS provider payments to internal and external audiences.
  • Ability to prepare clear, concise, and well-organized reports, memos, and decision documents.
  • ​Ability to communicate effectively, both orally and in writing, with executive leadership, legislative staff, providers, advocates, and other stakeholders.
  • Ability to supervise the work of others, including planning, assigning, and evaluating work; and developing staff capabilities.
  • Graduation from an accredited four-year college or university. Master’s degree preferred.
  • At least two years of relevant subject matter experience in Medicaid reimbursement that may include researching, implementing, or modifying reimbursement methodologies through Texas Administrative Code, State Plan, or Waiver amendments.
  • At least one year of supervisory or team‑lead experience, including directing staff, coordinating work products, or overseeing analytic projects.

  • Professional certifications in data analytics, finance, or a related field (e.g., professional data analytics certification, CPA, actuarial designations) may be considered, but are not required.

Responsibilities

  • Oversees Research, Implementation, and Maintenance of LTSS Reimbursement Setting Methodologies (25%). Directs the research, development, documentation, and maintenance of LTSS reimbursement methodologies and payment structures in accordance with state and federal requirements. Ensures methodologies, rules, pro forma models, and technical documentation are accurate, compliant, and consistently applied across programs.
  • Leads Planning and Execution of Rate Implementation Activities (20%). Oversees implementation of new and revised LTSS rates and reimbursement setting methodologies, including planning, coordination with policy program area and claims administrators, and communication of changes to internal and external stakeholders. Ensures timely completion of rate and rule adoption processes, biennial fee review activities, and federal approval processes such as waiver and state plan amendments.
  • Directs Team Operations and Staff Development (20%). Directs daily operations of the LTSS Rate Research and Implementation team. Manages workload distribution, performance evaluation, recruitment and hiring, mentoring, and staff development to strengthen analytic and technical capacity aligned with LTSS rate‑setting and reimbursement needs. May lead cross-functional project teams.
  • Sets Strategy, Priorities, and Resource Plans (10%). Establishes goals, objectives, project schedules, priorities, and performance standards for rate-setting and implementation activities. Allocates staff and resources to meet operational and project needs; and adjusts plans and resource assignments to ensure efficiency and target achievement.
  • Provides Subject Matter Expertise and Policy Impact Analysis (15%). Provides subject matter expertise to leadership, program areas, other HHSC divisions, and external stakeholders on LTSS rate models, reimbursement setting methodologies, and implementation timelines and processes. Reviews and evaluates proposed federal and state laws, rules, and waiver or state plan changes to assess impacts on LTSS rates, and makes recommendations to leadership. Prepares and reviews reports, decision documents, and presentations. Provides high‑level analytic support to agency leadership and serves as a key resource to the LTSS Director or Provider Finance Director.
  • Ensures Quality, Compliance, and Continuous Improvement (5%). Develops and implements techniques to track, evaluate, and improve team outputs, deliverables, and performance measures. Monitors compliance with established policies, procedures, internal controls, and applicable laws and regulations, and recommends changes to improve operational effectiveness, consistency, and transparency in rate setting processes.
  • Performs related work as assigned (5%).
