About The Position

Qualcomm Government Technologies (QGOV) is a unique division within Qualcomm that partners with the U.S. Government to deliver innovative, commercial‑based technologies to support mission‑critical Government programs. QGOV operates in a highly regulated environment and is committed to excellence in compliance, stewardship, and operational execution. QGOV is seeking a Manager, Property Administration to lead a team of property professionals and oversee all property management activities related to Government and/or Customer‑owned property in accordance with Federal Acquisition Regulation (FAR), contract terms and conditions, and internal corporate requirements. This role supports the effective and efficient management of equipment, materials, and other assets across highly strategic and complex Government programs. The Manager, Property Administration is responsible for leading the Property team to ensure compliance with Qualcomm’s corporate policies and procedures governing the full asset lifecycle, from acquisition and receipt through utilization, inventory, reporting, and final disposition. This role also oversees the shipping and receiving of Government and division assets and packages, ensuring proper control, documentation, and accountability throughout all logistics and handling activities. This position interfaces extensively with cross‑functional stakeholders, including program management, engineering, contracts, security, and external customers. The Manager serves as a primary liaison for internal and external property matters, maintains alignment across the division, participates in strategy development, and leads the resolution of Government property issues, audits, and compliance inquiries. Top Secret level U.S. Government Security Clearance required.

Requirements

  • Bachelor’s degree with 4+ years of relevant property management experience, or High School diploma or equivalent with 6+ years of relevant property management experience, including a minimum of 2 years in a leadership or supervisory capacity.
  • Demonstrated ability to lead, manage, and influence direct reports and matrixed team members, both onsite and remotely.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and a foundational understanding of Department of Defense (DoD) and commercial Other Transaction Authority (OTA) contracts as they relate to property management.
  • Excellent oral and written communication skills, with the ability to communicate effectively with technical, operational, and executive‑level stakeholders.
  • Demonstrate leadership, critical thinking, and sound judgment, with the ability to independently manage complex, high‑visibility initiatives and balance multiple priorities in a fast‑paced, regulated environment.
  • Proven ability to work effectively in a collaborative, team‑oriented environment while maintaining accountability for outcomes.

Nice To Haves

  • National Property Management Association (NPMA) certifications, including Certified Professional Property Specialist (CPPS) and/or Certified Professional Property Administrator (CPPA), or demonstrated willingness to obtain certification.
  • Experience supporting Government contracts, including both classified and unclassified programs.
  • Experience utilizing Government property tracking and asset management databases.
  • Working knowledge of Oracle inventory management systems.
  • Experience using Jira or similar ticketing and workflow management systems.
  • Proficiency with Microsoft Office applications, including Excel, PowerPoint, and SharePoint, for reporting, analysis, and executive presentations.
  • Experience with web‑based tracking and reporting databases supporting asset accountability and compliance.
  • Experience leveraging automation tools, data analytics, or AI‑enabled solutions to streamline property management processes, improve cycle times, and increase operational efficiency while maintaining compliance.
  • Knowledge of and experience with the shipping, handling, and disposition of hazardous materials (electronic device batteries), in compliance with applicable environmental, safety, and transportation regulations.

Responsibilities

  • Own and manage the Government Property Management program for the division, ensuring full compliance with contract requirements, Federal Acquisition Regulation (FAR), applicable Government regulations, and Qualcomm corporate policies and procedures.
  • Lead and oversee all property control activities to maintain continuous accountability of Government‑owned, customer‑owned, contractor‑associated, and company‑owned assets throughout the full asset lifecycle.
  • Ensure audit readiness and serve as the internal lead and primary interface for Government Property audits, reviews, and compliance inquiries; lead audit preparation, execution, and follow‑up, including development, implementation, and closure of corrective action plans (CAPs).
  • Proactively identify property‑related risks, compliance gaps, and systemic issues; exercise sound professional judgment to interpret requirements, escalate issues appropriately, and recommend effective mitigation strategies.
  • Oversee division‑level shipping and receiving activities for Government and company assets and packages, ensuring proper controls, documentation, tracking, accountability, physical security, and chain‑of‑custody compliance.
  • Maintain ownership and oversight of property management systems, tools, and data integrity, ensuring accurate reconciliation and alignment with finance, supply chain, manufacturing, and other enterprise systems.
  • Partner closely with cross‑functional teams, including supply chain, manufacturing, engineering, program management, contracts, and security, to support material and manufacturing activities while balancing compliance requirements with operational efficiency.
  • Coordinate and oversee the disposition and disposal of government and company‑owned assets in compliance with contractual, regulatory, and Environmental Health & Safety (EH&S) requirements.
  • Develop and deliver accurate, timely property status reports, metrics, and executive‑level presentations, clearly communicating compliance posture, risks, trends, and key insights to senior leadership, internal stakeholders, and external customers.
  • Plan, assign, and oversee the work of direct reports to ensure effective workload management, operational execution, and compliance with company and Government requirements.
  • Support product sales efforts by providing QGOV property compliance guidance and oversight.
  • Support property awareness and training initiatives for QGOV personnel and participate in QGOV policy reviews and development of work instructions, as applicable.
