About The Position

The Manager, Project Scheduling leads all project scheduling functions for COTA's Capital Projects portfolio, including major construction initiatives and the multi-agency LinkUS Corridor Program. This role oversees a team of professional Schedulers ensuring the development, integration, and reporting of high-quality schedules that support project delivery, risk management, and executive decision making. This position is responsible for establishing scheduling standards, creating an integrated master schedule, ensuring consistency across projects, and leveraging tools such as Oracle Primavera P6, Procore, and project dashboards to support transparency and performance tracking. Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

Requirements

  • Requires a bachelor's degree in engineering, construction management, project management, business administration, or a related field.
  • A minimum of five (5) years' experience in project scheduling, preferably within a transit agency, public infrastructure organization, or construction environment and leading a team of professional schedulers.
  • An equivalent combination of education and relevant experience, along with the required certification, will also be considered.
  • Oracle Primavera P6 certification required.

Nice To Haves

  • Project Management Professional (PMP) certification preferred.

Responsibilities

  • Manage the development, maintenance, and reporting of detailed project schedules across all phases, including planning, design, procurement, construction, testing, and closeout.
  • Ensure schedules are integrated across engineering, construction, operations, utilities, permitting, and third ‑ party partners to support coordinated project delivery.
  • Support major capital projects-including BRT corridors, facilities, and infrastructure upgrades-by providing reliable scheduling oversight and ensuring consistency of schedule data.
  • Coordinate schedules across partner agencies, consultants, and contractors involved in the LinkUS Corridor Program to maintain alignment between corridor ‑ , project ‑ , and agency ‑ level timelines.
  • Conduct schedule reviews, critical path analyses, what ‑ if scenarios, and risk assessments; maintain baseline schedules and support change management processes.
  • Ensure accurate schedule documentation, audit trails, and data integrity within Procore and other project management systems.
  • Develop and maintain dashboards, reports, and visual summaries that communicate schedule status, milestones, risks, and trends to project teams and leadership.
  • Collaborate with Project Managers, Engineers, Construction Managers, and Finance staff to ensure schedules reflect current project conditions and integrated work sequencing.
  • Support compliance with federal, state, and local requirements, including FTA guidelines, and maintain required documentation for oversight and funding processes.
  • Identify and implement improvements to scheduling standards, templates, procedures, and dashboard tools.
  • Lead, supervise, and develop the Project Scheduling team by setting clear expectations, conducting performance evaluations, supporting professional development, and ensuring staff maintain active Primavera P6 certifications.
  • Regular, predictable, and punctual attendance required; and Performs other duties as assigned.
