About The Position

The Opportunity We're building out our Project Management Office (PMO) and adding a Manager, Project Controls to establish the overall governance, oversight and support for earned value management and project schedule development and maintenance for project teams delivering across Elementl's nuclear power plant development portfolio. As Manager, Project Controls, you are the corporate Subject Matter Expert (SME) for earned value management (EVM) and project schedule development and maintenance supporting nuclear projects from early development and licensing through construction, commissioning, and achievement of commercial operations. You will report to the SVP, Project Management and serve as the lead for project performance visibility across the Elementl portfolio. This is not a general project controls role. Nuclear projects concentrate significant capital over long timelines, and we need someone who brings deep EVM expertise, strong governance instincts, the ability to provide leadership, and to provide management, the client, investors, and lenders with clear, accurate, and timely insight into project cost and schedule performance. You will set the standard for how Elementl measures, reports, and manages cost and schedule and you'll oversee project controls activities on all projects. During the early development phase of a project prior to full project team staffing you may perform EVM reporting.

Requirements

  • We're looking for a project controls professional with deep EVM expertise and the ability to operate as Elementl's corporate SME across a complex, multi-project nuclear portfolio.
  • You have 7–10 years of experience in project cost and schedule management, with experience supervising project controls professionals.
  • You have in-depth knowledge of ANSI/EIA-748 EVMS standards, including hands-on experience establishing compliant EVMS systems.
  • You have detailed knowledge of project performance reporting standards, including reporting that meets U.S. DOE EVMS requirements under DOE G 413.3-10A.
  • You are an expert user of Oracle Primavera P6 and MS Project scheduling platforms.
  • You are an expert user of an earned value management software system such as Oracle Primavera Ecosystem (Primavera P6 + Unifier), Contruent Enterprise (formerly ARES PRISM), Deltek Cobra, or a similar system.
  • You are an expert user of Power BI and similar reporting tools.
  • You have experience extracting time and cost information from general ledger environments to develop cost performance reports.
  • You have experience with large project cost and schedule management and reporting; nuclear project experience is preferred but not required.
  • You are able to work independently and manage multiple priorities across a fast-paced portfolio environment.

Responsibilities

  • Lead project controls activities across the full nuclear plant development lifecycle, integrating schedules and EVM reporting from the owner/developer, EPC, reactor vendor, and operational service provider into a single view of total project performance.
  • Provide the governance for the PMO's Project Controls program ensuring consistency and application of lessons learned and best practices.
  • Provide support and oversight to project EVM activites across the portfolio.
  • See that project teams establish and maintain cost and schedule baselines, and monitor performance and variances against plan in alignment with Elementl policy and strategy.
  • Review the analysis of cost and schedule variances prepared by project teams and support efforts to develop mitigation plans reflective of EVM reporting.
  • Provide recommendations to project management to support decision-making and corrective actions.
  • Interface with corporate finance to ensure accurate and timely transfer of performance data for budget and cost accounting.
  • Oversee project schedules, including critical path and near-critical path activities to support float management and decision-making.
  • Govern EPC or consortium-led schedule management and EVMS reporting, ensuring project integrators meet cost, schedule, and EVM expectations.
  • Identify cost and schedule risks and recommend mitigation plans.
  • Support funding authorization efforts through the formulation of cost models, estimates, and schedules.
  • Coordinate with cross-functional teams, suppliers, and partners to monitor project performance from early planning through completion.
  • Identify opportunities for innovation in project controls, including the application of AI in control systems.
  • Provide strategic insights and recommendations to senior management based on portfolio performance.
  • Identify resource requirements for project controls and support recruiting and budgeting efforts.
