The Program/Project Manager II provides mid-senior level program management leadership for Cybersecurity and Naval Control System (NCS) modernization efforts. This role is responsible for end-to-end program execution-overseeing cost, schedule, scope, risk, and performance across multiple engineering and cybersecurity task areas. The Manager leads contractor teams, manages Government expectations, ensures contract deliverables meet quality standards, and maintains alignment with Navy policies, cybersecurity requirements, and mission-critical operational needs.

  • Lead execution of assigned programs and projects, ensuring delivery is on time, within scope, and within budget.
  • Provide daily direction and oversight to contractor personnel, subcontractors, and cross-functional technical teams.
  • Manage task planning, resource allocation, staffing decisions, and performance evaluations for assigned personnel.

  • BS degree in Engineering or Computer Science, OR In lieu of degree: 15 years of relevant experience in program management and oversight of Control System/Information System programs or technical systems supporting the U.S. Navy.
  • Ten (10) years of experience with major project/program-level management, including oversight of contractors and/or subordinate personnel.
  • Strong understanding of Navy program management practices, technical system lifecycles, and cybersecurity program execution.
  • Expertise in managing cost, schedule, risk, and performance across complex technical programs.
  • Proficiency in developing reports, schedules, and program documentation aligned with contract requirements.
  • Ability to lead multidisciplinary teams in remote, hybrid, and shipboard/lab environments.
  • Strong communication, briefing, negotiation, and stakeholder management skills.
  • Skilled in project management tools and methodologies (e.g., MS Project, Jira, Agile/Waterfall methodologies).
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.
  • U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.
  • Experience with financial management, tracking, and fiscal oversight of program funding.
