The EOIR Emerging & Proprietary Programs team is seeking an experienced P4 Program Controls Analyst to join our growing team based out of McKinney, Tx. The selected candidate will provide comprehensive Finance and Earned Value Management Support (EVM) support various programs by effectively partnering with other analysts, program managers, and functional teams to realize effective implementation. The position requires the use of EVM the primary program management resource to our SBU's and interfaces with Program Managers, Business Managers, and Control Account Managers, as well as RTX EVMS communities and outside customers. This position is being offered in an onsite capacity based on the needs of the business. This role will support a program that resides in McKinney, TX time zone.

Requirements

  • Typically requires a Bachelor's Degree in Finance or Accounting or related field or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience.
  • Knowledge of Government EVM reporting & compliance.
  • Experience with EVM tools (i.e. PMX, SAP, PRISM, Program Metrics).
  • Experience with Excel (Including AO).
  • Experience with Microsoft Word and PowerPoint.
  • Independent, self-starter, and ability to meet critical deadlines.
  • The ability to obtain and maintain a U.S. government issued Secret security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a Secret security clearance.

Responsibilities

  • Work closely with various functional organizations during the Estimate-at-Completion (EAC) and LRE process as well as monitoring organization performance.
  • Facilitate the financial planning activities for their specific contract including RPLAN updates and analyze and communicate how program performance impacts BSPC (Bookings, Sales, Profit, & Cash).
  • Facilitating monthly data reconciliation and develop AOP and 5 Year LRSP plan.
  • Extensive knowledge of IPMR/IPMDAR deliverables.
  • Providing project management guidance to program teams to ensure adherence to Earned Value Management System (EVMS) guidelines.
  • Compiling compliant monthly EV reports for Program Management.
  • Develop and delivery of Contract Data Requirement Lists (CDRLs).
  • Financial point of contact for Program Management and be able to provide financial guidance to IPT key team members and non-finance organizations including Engineering, Supply Chain, and Operations.
  • Highlighting pertinent information derived from analysis of program data, including trend analysis – high proficiency of MS Excel is expected.
  • Supporting any compliance reviews or periodic process audits that may arise.
  • Working knowledge of Federal Acquisition Regulations (FAR)
  • Attending program meetings and evaluating EVM data to strengthen program performance.
  • Facilitating standard processes and resources across programs
  • Guiding efforts for effective completion of Integrated Baseline Reviews (IBRs), and Internal Surveillance Reviews (ISRs)
  • Participating and helping to cultivate results for EOIR initiatives.
