About The Position

The Manager, Procurement Business Planning position at MTA Headquarters in New York is a critical role responsible for overseeing a variety of essential functions related to budget management, human resources, and special procurement projects. Reporting directly to the Senior Manager of Procurement Business Planning, this position plays a vital role in managing the research, forecasting, reporting, and preparation of several key department budgets. These budgets encompass various areas including agency refuse and recycling, inspection and testing, uniforms, safety shoes, equipment, and procurement consultants. The successful candidate will be tasked with preparing monthly budget reports that justify variances in salaries, wages, paid overtime, and attrition within MTA Procurement. Additionally, this role serves as a liaison for various Human Resource efforts, providing essential support to the MTA Procurement team. In this managerial capacity, the individual will be responsible for analyzing, researching, forecasting, and summarizing data for the department's annual budget. This includes managing major budget exercises and developing detailed reports that explain current and projected variances. The Manager will evaluate the impact of significant expense variances on financial results and collaborate with staff to integrate these items into forecasts and estimated budgets. Recommendations on budget strategies will be developed for senior management based on this analysis. The position also involves overseeing HR services within MTA Procurement, ensuring consistent implementation of recruiting and onboarding strategies, and tracking personnel actions and documentation. The Manager will manage special projects, including Talent & Organizational Development initiatives, and will be responsible for processing and tracking cost reallocations for major system-wide contracts. Furthermore, the role includes selecting, developing, and motivating personnel within the department, providing career development opportunities, and creating a professional environment that respects individual differences. The Manager will also be tasked with researching, creating, and presenting sensitive procurement projects as assigned by executive management, along with other duties as assigned. This position is eligible for telework one day per week after 30 days of employment, providing flexibility in the work environment.
