About The Position

We are seeking a highly organized and proactive Manager of Preconstruction to lead multiple teams responsible for managing the utility pole attachment process for fiber infrastructure projects. This role oversees the end-to-end lifecycle of pole attachment applications, coordinates with utility companies, and ensures timely execution of make-ready construction activities. The ideal candidate will bring strong project management skills, a deep understanding of joint use coordination, and the ability to lead a high-performing team in a fast-paced environment.

Requirements

  • Proven leadership experience managing teams and complex projects.
  • Strong understanding of pole attachment regulations, NESC standards, and make-ready processes.
  • Excellent communication, organizational, and problem-solving skills.
  • Proficient with MS Office tools.
  • Experience with project management tools (Sitetracker, Vitruvi, Salesforce, other) and GIS platforms (ArcGIS, Vetro, 3-GIS, other) is preferred.
  • Bachelor's degree in engineering, Construction Management, Telecommunications, or related field (or equivalent experience).
  • 5+ years of experience in utility coordination, telecom infrastructure, or related preconstruction roles.
  • Prior experience managing a team in either a broadband or construction organization.
  • Experience coordinating permits with either utilities or municipal entities.

Responsibilities

  • Lead and mentor a team of coordinators and a team of field personnel focused on joint use applications.
  • Set clear goals, monitor performance, and foster a culture of accountability and continuous improvement.
  • Oversee the preparation, submission, and tracking of pole attachment applications to utility companies.
  • Ensure compliance with utility standards, regulatory requirements, and internal quality benchmarks.
  • Manage timelines and deliverables across multiple projects to ensure efficient progression through the application and make-ready phases.
  • Serve as the primary point of contact, internally and externally, for utility coordination, issue resolution and contractor management.
  • Coordinate with internal teams and external contractors to plan and execute make-ready work.
  • Monitor construction progress, address delays, and ensure alignment with project schedules and budgets.
  • Collaborate with engineering, permitting, and construction teams to align preconstruction activities with overall project goals.
  • Provide regular updates to leadership on project status, risks, and mitigation strategies.
