To plan, direct, supervise, and evaluate the operations and staff of the Planning & Community Development Division, and supervise complex reviews to ensure development projects are in conformance with Comprehensive Plan and federal and state grant program guidelines. The Manager of Planning and Community Development supports positive growth in Duluth including the visioning stages of long-range comprehensive planning to day-to-day zoning review. In addition to managing all land use functions, the manager also oversees the city's community development program for funding of housing, services and homelessness. This Division is also responsible for conducting small area planning efforts, transportation planning, advancing infrastructure projects, protecting environmental quality, and fostering partnerships to improve access to community services. The manager is a key liaison to the Planning Commission, Community Development Committee and many other boards and commissions with the city. The position provides operational direction for planning and community development staff members and collaborates daily with key internal divisions and external community partners.
