Leads, plans, directs, supervises, and coordinates the construction, operation, and maintenance of the wastewater collection system and municipal separate storm sewer system (MS4), assuming responsibility for the collection of wastewater and storm water conveyed through the City's collection system. Servies as a leader and mentor for staff under the purview of this position. Directly supervises and leadssubordinate collection system staff to ensure proper operation and maintenance of the collection system. Provides exemplary leadership to all staff and fosters the development of future leaders as part of a succession planning culture. Follows safe practices in the performance of duties. Identifies and mitigates hazards. Determines schedules, sequences, and assignments for work activities, based on work priority, quantity of equipment and skill of personnel. Trains, reviews and evaluates safety procedures with crew. This position is responsible for all Excavation and Trench Safety for the department, including ensuring proper safety equipment is used, maintained, and available at all times. Ensure self and staff are trained as Competent Persons as defined by OSHA 1926 Subpart P. Requests materials and supplies as required by the City's purchasing manual as may be updated from time to time. Ensures purchasing falls strictlyin line with city policy and state contracting law. Collaborates with City and consultant personnel to identify, define and solve operational problems for both the collections system and, if needed, lifts stations maintained by the City. Maintains safety records and prepares reports. Monitors employees' work levels, reviews performance and prepares performance evaluations for all subordinate employees. Consults with other management, engineers, contractors, and equipment manufacturers to ensure Best Management Practices and sound engineering principles are implemented. Investigates and resolves customer service complaints and prepares reports on actions taken or recommended. Assists the Deputy Director(s) to prepare routine and special reports relative to the collection system, as required by management or regulatory agencies by providing the necessary data and information from collection system maintenance activities. Ensures the maintenance and recordkeeping of all collection system activities including, cleaning, repairs, preventative maintenance activities and proposed work. Logs these records in the City's data systems implemented and used at the time. Generates reports as needed from the CMMS system for Federal, State and local requirements. Supervises the repair and installation of sewer mains, laterals, sewer manholes, catch basins, and other related appurtenances of the collection systems. Operates and supervises the operation of various types of equipment, such as blowers, high pressure cleaning trucks, power rodders, vactor trucks, televising equipment, and various other types of safety equipment. Prepares the Department's Annual Operating Budget at Step 1 for review and approval by the Deputy Director. Assists the Deputy Director(s) in monitoring the annual line-item expenditure budget for the collection system unit. Keeps abreast of new technologies and safety measures used in the collection system field. Responsible for ensuring collection system inspections are conducted and documentation maintained per Publicly Owned Treatment Works (POTW's) National Pollutant Discharge Elimination System (NPDES) Permits. Assists the GI and Parks Maintenance Supervisor in the maintenance of green infrastructure BMPs that may be installed and owned by the City to meet the Chesapeake Bay/Conestoga River TMDL and the MS4 program. Prepares drafts of policies and procedures for the Deputy Director(s) to review to ensure the City's compliance with regulatory requirements relating to the collection system operations.
