The Manager of Training is responsible for developing, coordinating, and managing the orientation, training of Operations employees, advising training procedures and systems for the Training Program. Assess several elements and alternatives, which involve minor research. Modify methods and procedures or plan and establish new methods and procedures. Participates in instructional duties and serves as Team Leader for the Training Department.

Requirements

  • Ability to communicate with transit employees, trainers from other companies, professional training group members, and consultants by phone, in person, or through correspondence.
  • Ability to perform duties with minimal direction
  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
  • Basic problem-solving skills associated with software applications used is expected.
  • Software usage relevant to job duties will be evaluated.

  • Ensure all employees and contractors are properly trained and understand all rules, safety policies, and procedures to perform their work functions safely.
  • Promote safety awareness by attending safety committee meetings and adhering to all safety procedures and policies.
  • Actively conduct workplace hazard analyses for all employees to maintain a safe work environment.
  • Encourage employee safety reporting program and communication of hazards to the Safety Department.
  • Responsible for the timely mitigation of all unacceptable and undesirable safety risks.
  • Accountable for safety performance within their functional area and achieving the agency’s safety goals.
  • Bachelor's degree in Education, Adult Education, or Business Management.
  • At least (5) years' related experience required and must have at least three years’ experience as a manager; combination of education, as described above, or experience in the operation and maintenance of bus transportation systems may be considered.
  • Must have CDL Class B license and/or CDL permit and the ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements.
  • Ability to pass DOT physical examination.
  • Must be able to pass federal government background screening process for local military installation access
  • This position is classified as essential personnel.

Responsibilities

  • Researches, plans, organize, and conduct training programs for Operations Departments and training programs, seminars, and conferences.
  • Writes material for new training programs; reviews, evaluates, and modifies existing and proposed programs; recommends appropriate changes.
  • Assists with preparing and administering various training programs.
  • Administers and evaluates training program qualification tests and determines eligibility of prospective attendees.
  • Prepares and distributes training aids such as instructional material, handouts, evaluation forms, and visual aids; sets up audiovisual equipment and makes presentations when necessary.
  • Contacts attendees and department representatives about training program.
  • Schedules and assures the appropriate classroom and prepares the physical setup.
  • The Manager of Training works with minimal supervision and self-direction to complete goals and objectives as established by the Director of Training.
  • The Manager of Training serves as the primary contact for the for the Director of Training in the Training program, handling inquiries from prospective, current, and former students about the Operations Training program and general Training needs.
  • The Manager of Training is responsible for documentation of eligibility and the management of student trainee’s data, along with the development and maintenance of the Training Program Manual.
  • The Manager of Training works with a varied population of adult students and with related agencies.
  • The Manager of Training identifies and documents tracking methods and accountability requirements for the agency; review state reports for accuracy and make corrections as needed; Organize, present, and develop other support services tailored to meet the unique needs of Hampton Roads Transit and coordinate committee activities.
  • Create and maintain information on the various retraining options available for the Driver/Operators positions, including information on approved training for the Operations Department.
  • Create, manage and participate in a variety of learning environments and activities that provide opportunities for staff/employees to develop to their fullest potential and achieve their work objectives.
  • Participate collaboratively and professionally with other Human Resource Department members and staff to promote the general wellbeing of the department and the transit.
  • Plans, develops and presents organized learning opportunities for staff.
  • Part of the assignment may include business software applications.
  • Prepares curriculum materials, including course outlines, and other instructional materials.
  • Contributes, as appropriate, to program improvement and development.
  • Assures effective two-way communication at all levels of responsibility.
  • Participates in Transportation Department meetings as appropriate.
  • Seeks always to promote a spirit of the transit when dealings with staff.
  • Provides leadership in the learning environment and in matters pertaining to training expertise.
  • Participates in all aspects of program and department planning and in the establishment of department goals and objectives.
  • Recommends expenditures to the Director of Bus Transportation.
  • Maintain competency and currency in the subject matter of courses taught and in teaching skills.
  • Assumes responsibility for the orderliness of the learning environment and the appropriate and safe use of instructional facilities and equipment.
  • Formulates and designs procedures to determine if program objectives are being met.
  • Develops in-service training program for staff.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, drug and alcohol audits, independent audits, state audits, EEO Program audit, etc.
  • All other duties as assigned.
