About The Position

The Manager of Projects and Procurement is responsible for administering procurement and project execution activities within assigned regions. This role manages sourcing, vendor contracting, and purchase order workflows while supporting the full lifecycle of capital projects from planning through closeout. The position ensures regional compliance with procurement policies, supports competitive bidding, and fosters strong vendor relationships to drive quality, cost efficiency, and on-time delivery. In addition to procurement responsibilities, the Manager of Projects and Procurement leads or supports project scoping, scheduling, budgeting, and risk management efforts. The role serves as a key liaison among operations, engineering, finance, and procurement teams, ensuring seamless coordination and project alignment. The manager also monitors contractor performance, ensures timely material delivery, maintains accurate documentation, and contributes to continuous process improvement efforts. This position includes field travel to project sites to develop operational knowledge, support implementation, and strengthen relationships with field personnel and contractors. Requirements

  • Associate’s Degree, or Equivalent Experience or Demonstrated Skills
  • Experience and knowledge of procurement and/or project management
  • Strong leadership skills with the ability to guide other employees
  • Work independently with limited direction and ambiguous information, while managing competing deadlines and multiple projects; anticipate needs and deliver results in high volume environment
  • Proficiency in ERP systems (NetSuite, SAP, Coupa, Oracle) and procurement tools.
  • Ability and comfort with reading, understanding, and interpreting contract documents.
  • Skill and comfort with negotiation and confrontation, as it would relate to interacting with vendors.
  • Excellent verbal and written communication skills; effectively converse with all levels of the company, business associates and suppliers
  • Team player with strong interpersonal skills to interact with internal executives efficiently and effectively, external business leaders, suppliers, and various stakeholders
  • Strong organizational skills, working with very large task lists
  • Ability and willingness to scale work hours and days to meet business needs.

Nice To Haves

  • Previous experience in Rail Transportation, Supply Chain Logistics, Manufacturing and/or Oil and Gas industries
  • 3+ years’ experience in procurement, purchasing, supply chain management, or project management
  • Experience with vendor negotiations, contract management, and cost reduction strategies.
  • Bachelor’s Degree in Procurement, Supply Chain, Logistics, Finance or Business Management
  • Advanced skills in MS Excel – VLOOKUPs, Pivot Tables, Formulas, Macros, VBA and other Data Analysis tools.
  • Certified Purchasing Professional Certification (CPP), Certified Professional in Supply Chain Management (CPSM), Certified Supply Chain Professional Certification (CSCP), or Project Management Professional (PMP)

Responsibilities

  • Identify procurement needs for assigned regions; research, evaluate, and source materials, equipment, and contractors.
  • Manage regional purchase orders, including request reviews, entry, corrections, updates, and approvals.
  • Oversee the full procurement lifecycle for capital projects: RFP development, bid evaluation, contract negotiation, and PO execution.
  • Qualify vendors and contractors to ensure compliance with company standards, including safety, insurance, and capability.
  • Draft and process Service Agreements and Task Orders; manage redlines, document collection, and contract execution in coordination with Legal, Risk, Vendors, and Project teams.
  • Coordinate delivery of railroad-sourced materials for projects.
  • Build and manage supplier relationships to ensure quality, cost control, compliance, and issue resolution.
  • Manage vendor performance, change orders, and delivery schedules.
  • Collaborate with Systems Procurement on platform/process improvements.
  • Educate internal teams and vendors on purchasing policies and procedures.
  • Serve as the primary regional point of contact for all purchase orders, collaborating closely with Roadmasters and General Managers for relevant lines of business.
  • Work with the Public Projects Grant Administrator to provide necessary procurement documentation and data for externally funded projects in the region to support reimbursement and compliance.
  • Contribute to regional procurement forecasting and budget adherence by providing accurate and timely data on committed spend and upcoming needs.
  • Lead or support capital projects from initiation through closeout: scope, schedule, budget, and risk.
  • Serve as liaison among operations, engineering, procurement, and finance to ensure alignment, specifically the Division Engineer as the primary project manager for infrastructure projects."
  • Monitor contractor performance, including production, schedule, quality, and billing; Enter item receipts.
  • Track project status, variances, and milestones; package data for reporting and analysis; Collaborate with the Data Manager, Projects & Procurement to ensure accurate and timely data input for comprehensive project reporting.
  • Maintain documentation, manage permits, and ensure compliance with internal project governance.
  • Travel to project work sites as budget allows, to gain knowledge and competency in project scope and build rapport with field operations and with contractors.
  • Support project closeout procedures, including final documentation, financial reconciliation, and asset creation details for accounting purposes.
  • Facilitate communication and coordination between project contractors and regional operational staff (e.g., Roadmasters, General Managers) to minimize disruption and ensure smooth project execution.
  • Identify and escalate project-related risks or deviations to the Director, Infrastructure Procurement, and relevant stakeholders.
