Job Summary: The CVS Health Workforce Initiatives (WI) team drives workforce development by building strategic partnerships and creating pathways to employment that reflect the communities we serve. The Manager, National Partnerships & Compliance is a strategic leader responsible for designing and executing national partnership programs that elevate participant outcomes across the organization. This role strategically connects national partnerships with internal workforce leaders, driving cross-functional alignment, consistent execution, and measurable impact. In addition to national partnership leadership, the Manager serves as the department’s compliance liaison—monitoring regulatory requirements across states and ensuring the team remains informed and aligned with evolving standards. The role also supports the execution of legal agreements with external partners, working closely with Legal and Compliance teams to ensure all documentation aligns with company policies and partnership goals. Ideal candidates bring a blend of relationship management, operational excellence, and policy awareness to foster scalable, high-quality experiences nationwide.

Requirements

  • 5–7 years of experience in Human Resources, Talent Acquisition, Workforce Development, or completion of CVS GMPD and HR leadership program.
  • Proven ability to lead complex programs with multiple stakeholders and deliverables.
  • Strong communication skills, with the ability to influence and engage across all levels of the organization.
  • Proficiency in Microsoft Office Suite (Word, Excel, Teams, PowerPoint).
  • Experience using data to inform decisions and improve program outcomes.
  • Ability to inspire and motivate cross-functional teams across diverse geographic locations.

Nice To Haves

  • 1+ year of people management experience.
  • 2+ years leading large-scale projects or new program implementations, including grants or talent strategies.
  • 3+ years of experience with data systems and tools (e.g., Salesforce, Phenom, Workday).
  • Strong analytical skills and experience in reporting and performance tracking.
  • Demonstrated ability to independently resolve challenges and drive continuous improvement.

Responsibilities

  • Strategic Program & Partnership Leadership Execute the national partnership strategy, ensuring alignment with departmental goals and organizational priorities.
  • Oversee end-to-end partnership operations, including budget management, timeline adherence, resource allocation, and quality assurance.
  • Lead change management efforts to adapt programs to evolving business needs, participant expectations, and market dynamics.
  • Build and nurture relationships with key stakeholders at national and regional levels, including senior leadership, external partners, and cross-functional teams.
  • Track program performance metrics, identify areas for improvement, and implement corrective actions to ensure national goals are met.
  • Program Execution & Regulatory Oversight Collaborate with Workforce Initiatives Field Operations to ensure consistent, high-quality program delivery across diverse geographic locations.
  • Serve as a central point of coordination between internal teams and external national partners to drive alignment and shared success.
  • Partner with Legal and Compliance teams to support the execution of partner agreements and ensure workforce initiatives align with company standards.
  • Monitor and communicate evolving regulatory requirements across states, ensuring the department remains informed and compliant.
  • Maintain oversight of compliance protocols and regulatory standards related to program implementation and participant engagement.
  • Deliver regular program updates to senior leadership, highlighting key performance indicators, strategic insights, and progress against goals.
  • Provide support for WI programs, including placement workflow and post-placement processes, as needed.
