The Laboratory Section Operations Manager is responsible for monitoring laboratory operations on a daily basis to ensure quality levels of performance are maintained and compliance with applicable regulations. Requirements

  • Graduate from an accredited school of Laboratory Technology.
  • Bachelor’s Degree in related field.
  • Completion of one year clinical laboratory training internship, plus Medical Technologist (MT), Histotechnologist (HT) or Cytotechnologist (CT) by American Society of Clinical Pathologist (ASCP) registry or eligible.
  • Computer knowledge including Laboratory Information System (LIS), Hospital Information System (HIS), and personal computers.
  • Assumes the responsibility for professional growth and development and continuing education.
  • Current license as a Supervisor in the specialty/specialties required by the laboratory section in the State of Florida.
  • Certified by a professional laboratory-certifying agency, i.e. by the American Society of Clinical Pathologist (ASCP) or eligible.
  • Five (5) years of Clinical Laboratory experience is required to include one (1) year of supervisory experience

Responsibilities

  • The Laboratory Section Operations Manager is responsible for monitoring laboratory operations on a daily basis to ensure quality levels of performance are maintained and compliance with applicable regulations.
  • Responsible for the enrollment and participation in appropriate proficiency programs for all services performed.
  • Ensures that the quality control program is effective and corrective actions are taken when necessary and that results are not reported until systems are properly functioning.
  • The Laboratory Section Operations Manager is responsible for staff planning and oversees scheduling to meet service demands.
  • Ensures that qualified and licensed staff are scheduled based on services required.
  • Provides an orientation and training to personnel and that the competence of personnel is assessed and improved.
  • Encourages staff self-development and learning. Practices personnel management according to corporate Human Resources guidelines, policies and procedures including hiring, scheduling staff to meet work demands, counseling, and separation of employees.
  • Ensures Performance management program is implemented and maintained for the laboratory in a timely manner including orientation and training, evaluating competencies, and coaching plans, disciplinary action and maintaining current job descriptions. Oversees the development and implementation departmental policies and procedures for resource utilization, service standards, and compliance to regulatory and accrediting agency requirements.
  • Assists with planning and developing departmental operational goals.
  • Evaluates current and future technology within the laboratory.
  • Assists with the preparation and evaluation of requests for proposals for the selection of new technology. Prepares justifications for new technology.
  • Recommends and oversees the implementation of test methodology/instrument changes. Prepares and maintains capital and operational budgets.
  • Operates department within budgetary constraints. Uses cost effective utilization of resources to meet or exceed financial budgets.
  • Reports financial variances.
  • Ensures the laboratory performance improvement plan is implemented and reports departmental service monitors and services meet or exceed the customer’s needs.
  • The Laboratory Section Operations Manager is expected to adhere to corporate policy, procedures, value statements and Commitment to Excellence and Code of Conduct standards and the Compliance Program.
  • Manages various human resources functions including hiring, work assignments, coaching plans, and performance counseling.
  • Maintains reasonably regular, punctual attendance consistent with Orlando Health policies, the ADA, FMLA and other federal, state and local standards.
  • Maintains compliance with all Orlando Health policies and procedures.
  • Regularly interacts with Pathologists, Medical staff, laboratory employees, other department managers, and key laboratory customers regarding laboratory services.
  • Interacts with the Purchasing department in the negotiations of vendor contracts and cost containment measures.
  • Uses process improvement indicator results, benchmark information, customer requirements, and team input to implement quality, service and team relationship critical success factor.
  • Continually evaluates the laboratory and healthcare market and implements necessary changes.
