The State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS), is seeking applications from experienced individuals for the position of Manager of IT Facilities (Information Technology Manager 2), with the Center of Excellence team, under the BITS Infrastructure Services Group. The State of Connecticut is undergoing a strategic optimization of its Information Technology (IT) resources to deliver enterprise-wide services in more efficient and innovative ways. THE ROLE Reporting to the Director of Infrastructure Services, you will work to inventory the deployed technology platforms and validate areas of ownership and responsibility. This could lead to decisions to transition work to other areas, and similarly, decisions around work performed by other areas that would transition to the IT Facilities team. More detailed examples of duties are listed below. Manager of IT Facilities duties include: Managing and performing (as needed) all on-site, IT Facility implementation and support at Data center and field (campus and branch) locations, spanning more than five hundred sites, including but not limited to: Design, implementation and maintenance; Power, environment, redundancy, fiber, cabling, demarcation, rack; active and spare equipment inventory; spare equipment storage; IT facility operations; dispatch coordination both scheduled and unscheduled Maintaining on-call schedule in a 24/7 coverage environment Collaborating with other teams on dispatch coordination requests, and performing dispatch coordination, both scheduled and unscheduled, in a 24/7 coverage environment Overseeing the inventory of IT Facility capabilities and road-map the reduction of duplication and optimization of solutions Overseeing collaboration with customers, subject matter experts, support staff and other stakeholders to understand requirements, build unified vision on solution options, and coordinate and produce presentation of findings and recommendations Overseeing work with IT security to ensure compliance and security requirements are adequately maintained Overseeing, maintaining, tracking, and reporting: services; service levels; and service level commitments Management and oversight of subordinate employees in the following areas: performance management, mentoring and growth planning; work prioritization and planning; scheduling, coordination, and approvals of time card and time-off Recommending and coordinating career development for subordinate staff; manage, track, and report subordinate staff productivity and performance. Requirements

  • Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.
  • Two (2) years of the General Experience must have been in a supervisory capacity or one (1) year of the General Experience must have been in a managerial capacity.
  • NOTE: For state employees this experience is interpreted as two (2) years at the level of an Information Technology Supervisor or one (1) year at the level of an Information Technology Manager 1 or Agency Information Technology Manager.
  • College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.

Nice To Haves

  • Experience in design-deploy-maintenance of Information Technology Facilities, including redundant data-center
  • Experience scheduling on-site coverage, or on-site dispatch, during and outside business hours
  • Experience in technical process improvement or automation
  • Experience with vendor, expense or contract management life-cycle

Responsibilities
