About The Position

We have an exciting opportunity for an IT Manager of Application Services to join our team! The successful candidate is responsible for planning, coordinating, and supervising all activities related to the design, development, testing, documentation, implementation, support, and ongoing enhancement of the organization’s information systems and software applications. This role leads application development and support teams and ensures that systems are reliable, secure, scalable, and aligned with business strategies and operational needs. The IT Manager of Application Services oversees internal and external resources, manages budgets and vendor relationships, and partners closely with business and IT stakeholders to deliver integrated, business critical application solutions using industry best practices and established software development methodologies, including agile and the Software Development Lifecycle (SDLC). Requirements

  • Bachelor’s degree in Business, Management Information Systems, Computer Science, Engineering, or a related technical discipline from an accredited institution, or an equivalent combination of education and experience.
  • Minimum of five years of professional experience in software development, programming design, and/or systems management.
  • Demonstrated management experience, including leading teams and managing budgets.
  • Experience managing workloads in cloud environments, including automation of resource allocation, performance optimization, and cost management.
  • Experience developing detailed technical documentation, including diagrams and high level designs that describe system capabilities, processes, data flows, and system logic.
  • Technical proficiency in systems design principles and application development using Software Development Lifecycle (SDLC) methodologies.

Nice To Haves

  • Strong working knowledge of Oracle, SQL, and other application development languages.
  • Excellent written and verbal communication skills, with strong analytical and problem solving abilities.
  • Ability to interact professionally and effectively with diverse stakeholders, including executives, managers, business subject matter experts, project managers, and IT team members.
  • Ability to work independently while successfully managing and prioritizing multiple initiatives simultaneously.
  • Demonstrated ability to apply structured problem solving techniques to identify, document, and communicate the impact of changes to processes, applications, or systems to affected stakeholders.
  • Highly motivated self starter with a strong sense of ownership, accountability, and follow through to resolution.
  • Advanced experience creating process flow diagrams and technical workflow documentation.
  • Experience with utility industry applications and technologies, including Oracle Customer to Meter, Oracle E-Business Suite, and Oracle Work and Asset Management.
  • Proven experience overseeing the direction, development, and implementation of software solutions, including hands on experience with automated software and system management tools and strong knowledge of software quality assurance best practices and methodologies.
  • Experience managing vendor relationships with both onshore and offshore service providers.

Responsibilities

  • Application Design, Development, Implementation, and Support: Manage the full lifecycle of customer facing, enterprise, operational, and web based applications, including design, development, testing, implementation, maintenance, and support. Ensure applications meet business requirements, technical standards, and end user needs while adhering to established software engineering practices, agile methodologies, and the Software Development Lifecycle (SDLC).
  • Team Leadership and Resource Management: Lead, coach, and develop application development and support teams while fostering an agile, collaborative, and high performance work environment. Plan and coordinate the effective use of internal and external resources to balance workloads, priorities, and delivery commitments.
  • Financial and Budget Management: Manage capital and expense budgets for application development and support, including forecasting, cost control, and alignment of investments with organizational priorities. Ensure efficient use of resources and sound financial stewardship.
  • Vendor and Service Provider Management: Oversee relationships with external vendors and service providers, including contract management, performance monitoring, and issue resolution. Lead Request for Proposal (RFP) activities as needed to ensure cost effective and compliant sourcing of application services.
  • Strategic Alignment, Architecture, and Continuous Improvement: Ensure enterprise application architecture aligns with business and IT strategies and collaborate with IT Product Owners and business partners to maintain application roadmaps and prioritize enhancements. Stay current on emerging technologies and industry trends to support continuous improvement and modernization of application services.
  • Miscellaneous: Perform other duties as assigned.
