The BA Invoice & Billing Manager provides oversight and end-to-end accountability for invoice generation and billing execution dedicated to a Business Area (BA), ensuring timely, accurate, and compliant invoice generation, validation, and distribution across government and commercial contract types. The role defines and executes the operational strategy for BA billing in alignment with Order to Cash (OTC) and finance priorities, overseeing invoice readiness, contract interpretation in partnership with Contracts/Legal, billing schedules, and period-end performance to safeguard revenue recognition and cash flow integrity. The Manager monitors invoice queues, backlog, cycle times, and service levels, rebalancing resources to meet close deadlines and reviewing complex or high-risk invoices prior to release to mitigate billing errors and customer disputes. Acting as the primary escalation point for invoice rejections, disputes, and complex internal or customer inquiries, the role drives root-cause resolution and strengthens upstream process discipline in coordination with Collections, Cash Application, and Contract Close-Out teams. Leveraging data, analytics, and defined performance metrics, the Manager identifies anomalies, processing errors, and trend drivers, translating insights and benchmarking into capacity planning, service model refinement, and targeted improvement initiatives while advising senior leadership on emerging risks and control gaps. A core accountability is enforcement of enterprise billing standards, internal controls, and governance frameworks, ensuring adherence to contractual and customer requirements, including government compliance obligations where applicable (e.g., FAR/CAS, documentation retention, and audit readiness). The role partners with Legal, Compliance, Internal Audit, and Accounting to support audits, controls testing, and remediation activities (e.g., DCMA/DCAA inquiries), and partners with Supply Chain, IT, and broader OTC stakeholders to align BA billing execution with broader GFS objectives and transformation initiatives. In addition, the Manager leads and develops Associate Managers, Supervisors, and staff, fostering accountability, operational excellence, and continuous improvement, and advancing automation and standardization initiatives that enhance productivity, billing accuracy, compliance integrity, and overall financial performance.
