Directs and manages program design, implementation and daily administrative activities. Interprets policies and rules of programs administered by an agency. Recommends new programs or revisions to existing programs administered by an agency; assesses programs and implements policy, procedure or rule changes. Informs governing board about issues confronting an agency; may advise board about appropriate action to take. Participates in the management decision-making process of an agency. Attends legislative, public and advocacy group hearings presents information for discussion and/or decision-making purposes; responds to requests for information from employees, the public and the media. 10% - Provides leadership to direct reports and contractor on-site leadership. Holds team members accountable for the work they do, the behaviors they display, and their compliance with policies and procedures by providing them with clear and timely expectations, training and resources, coaching and counseling, communications and consequences. This includes, but is not limited to: -having regular meetings with your team members to communicate and listen -continually evaluating the work and attitudes of team members and taking appropriate action when needed -setting clear, timely, and consistent expectations when needed and to ensure mutual understanding -providing or arranging for training and/or resources as needed -providing clear, timely and consistent feedback 10% - Collaborates with Recycling supervisor and housekeeping contractor leadership to strive for high employee engagement. Administers Press Ganey engagement survey and works to ensure all team members (including State, temporary, and Contractor employees) are kept informed and aware of MUSC's mission, goals, news, and events throughout the year. 15% - Works with housekeeping contractor to monitor performance goals and KPIs. Ensures consistent, quality data collection procedures and accurate reporting of KPIs. Proactively reviews contractor's quality auditing system and accompanies contractor personnel periodically to perform joint quality inspections. Monitors Quality Success Percentage Score based on the audit and MUSC's Customer Satisfaction reports. Provides oversight to contractor in development of monthly Quality Improvement Plan when quality, staffing and/or customer satisfaction goals are not met. Monitors contractor training hours, green cleaning requirements and other contractual requirements. Approves requests for payments. Ensures non-compliance penalties are administered appropriately to contractor if applicable. 20% - Provides oversight to University's housekeeping contract. Ensures work requests are completed in a timely and satisfactory manner, aligns institutional priorities with contractor daily work schedules, communicates special events and requests, ensures customer service questions and concerns are addressed in a timely manner by contractor and provides follow-up when needed with customers. Serves as liaison between contractor and building engineers/customers. Monitors contractor's special project, restoration and floor cleaning schedules. 20% - Works with Recycling supervisor to provide oversight to MUSC's Recycling and Solid Waste programs. Assists in ensuring solid waste vendor is in compliance with their contractual requirements, including having all equipment in safe working order at all times and that agreed-upon service schedules are upheld. Remains abreast of all regulatory and compliance policies and procedures and works cooperatively with Risk Management and other agency partners to ensure that MUSC's Recycling and Solid Waste programs are compliant. Partners with institutional leadership to foster positive relationships with landfills and other regulatory and community partners. Proactively seeks out opportunities for efficiencies and cost savings in addition to new recycling stream opportunities. Ensures all regulatory reporting requirements are complete and on time. Assists Recycling Supervisor with identifying and/or approving equipment needs and repairs as they arise. 25% -Directs the activities of the University's Housekeeping contract and Recycling and Solid Waste programs. Ensures compliance with vendor contractual requirements, customer satisfaction, and that services are performed in a safe, timely, and satisfactory manner. Periodically reviews staffing plans, changes to work plans, savings opportunities, etc.. with both teams to ensure that they represent the best interests of MUSC. Directs personnel activity for these areas and serves as Supervisor of Record for all State Housekeeping team members in addition to direct reports. Ensures that timekeeping, payroll, mandatory training requirements, performance evaluations and other personnel items are accurate
