About The Position

The Industrial Power Generation Non-Environmental Permit Manager is responsible for proactively managing all aspects of non-environmental (construction) permitting for power generation projects. This role involves identifying the relevant jurisdictional authorities and understanding the specific permit requirements applicable to each project. The manager coordinates and leads permit pre-application meetings with regulatory agencies and stakeholders to ensure alignment of application expectations and timelines. Requirements

  • Bachelor’s degree in Engineering, Construction Management, Planning, or a related field required.
  • 8+ years of experience managing non-environmental permitting for industrial, energy, or infrastructure projects.
  • Demonstrated ability to secure permits on schedule while minimizing project delays.
  • Strong understanding of regulatory and jurisdictional requirements impacting power generation or similar industrial facilities.
  • Proven ability to manage multiple permitting efforts simultaneously and meet competing deadlines.
  • Excellent organizational, documentation, and stakeholder communication skills.

Responsibilities

  • Serve as a key project team member, working closely with Project Management, Construction, and Operations to ensure permitting requirements are fully integrated across all phases of the project lifecycle.
  • Coordinate permitting activities to align with project schedules, construction sequencing, and operational milestones.
  • Facilitate clear and consistent communication between internal teams and external stakeholders to support seamless project execution.
  • Assemble and manage comprehensive non-environmental permit applications, ensuring accuracy, completeness, and compliance with jurisdictional requirements.
  • Gather and coordinate required technical documentation from internal engineering teams, construction partners, and external consultants.
  • Ensure all permit applications and supporting materials meet local, state, and federal regulatory standards prior to submission.
  • Act as the primary point of contact with regulatory and permitting authorities throughout the application and review process.
  • Monitor permit application status, track review timelines, and proactively follow up with agencies to maintain schedule alignment.
  • Respond promptly and effectively to regulatory questions, comments, and requests for additional information.
  • Provide ongoing oversight to ensure compliance with all approved permit conditions during construction and operational phases.
  • Monitor regulatory changes and assess impacts to active and planned projects, proactively addressing compliance risks.
  • Partner with project teams to resolve permitting issues that could impact schedule, cost, or constructability.
  • Manage the permit close-out process, ensuring all conditions, inspections, and documentation requirements are satisfied.
  • Coordinate final approvals, sign-offs, and regulatory close-out to support project commissioning and operation.
  • Maintain accurate and complete permit records and documentation throughout the project lifecycle.
  • Support timely acquisition of all required permits to meet project schedules and minimize construction or operational delays.
  • Identify opportunities to improve permitting workflows, tracking, and stakeholder engagement.
  • Contribute to the development of standardized permitting processes, tools, and best practices across projects.
