About The Position

Reporting to the Director, Cyber Security, the Manager, Network Services is responsible for providing leadership and direction in the creation, development, implementation, and management of a reliable network infrastructure to securely support current and future network communications. The position will lead a team of network professionals and collaborate with cross-functional teams to ensure the design, implementation, upgrade, and stability of the wireless and wired networks, firewalls and switches, cloud, while maintaining network security, and defining and documenting network architecture. The Manager will ensure network services meet MBLL's business needs and technological requirements to ensure the reliable and secure operation of the network infrastructure to support business continuity.

Requirements

  • Bachelor's degree in information technology, Computer Science, Business Administration, or an equivalent combination of education, certification, and experience in a related field.
  • Extensive experience in an Information Technology department, IT project management, IT operations, or IT business operations with a minimum of 10 years of IT experience with emphasis on career progression from engineer to senior engineer, working on a large complex organization.
  • Minimum of 5 years of demonstrated success and progressive experience in leading key Network and Telecommunications environments (architecture, infrastructure, technology support experience, preferably in Gaming, Retail and Supply Chain).
  • Strong knowledge of project delivery methodologies, best practices, and operational procedures.
  • Broad and In-depth knowledge of IT industry best practices, technologies, architectures, and emerging technologies across all IT domains (networking, servers, storage, application platforms, applications, software development tools and techniques, databases, internet, etc.).
  • Demonstrated management experience with a view to efficiency, strong leadership and organizational skills, adoption of best practices, strong initiative and ability as a self-starter, excellent human resource management and labour relations skills, and planning and managing budgets.
  • Experience developing business cases, RFP requirements, and evaluating responses for related technologies and services.
  • Excellent oral and written communication skills, including presentation skills, meeting facilitation, and influencing.
  • Recertification and upgrading are required to maintain certifications and keep up to date on new technology and changes in information technology.

Nice To Haves

  • Experience with information security environment including security standards and best practices. e.g., PCI / NIST / ISO 27001 is considered an asset.
  • Training in project management or a Project Management Professional (PMP) designation is an asset.
  • Accreditation in Information Technology Infrastructure Library (ITIL) Service Level Management is an asset.
  • Expertise in Liquor, Gaming, and Cannabis Authority of Manitoba (LGCA) legislation and technical standards or other regulated industry is an asset.

Responsibilities

  • Lead the planning, design, and implementation of network architecture, ensuring scalability, reliability, and performance.
  • Maintain networking infrastructure, associated processes, and systems in accordance with respective lifecycles including identification of the most efficient and cost-effective ways to deliver network services.
  • Develop strategic program elements for highly available and resilient network communications and ensure alignment and support with Manitoba Liquor and Lotteries' (MBLL) Technology Roadmap.
  • Balance resourcing requirements for networking staff and contractors for both project (business and IT) and supporting business operations including Service Level Agreements with 'customers' and measurements against the defined and agreed upon SLA's.
  • Supervise a multidisciplinary team, provide guidance, coaching, training, and mentorship to ensure the team's growth, development, and effective performance.
  • Conduct performance evaluations and actively engage in performance development discussions.
  • Mentor and motivate team members through employee career path development and training opportunities to encourage future succession planning and long-term strength of MBLL's IT department and its services.
  • Collaborate with Human Resources to recruit and hire new employees for the ITS team, ensuring a skilled and diverse workforce.
  • Ensure all staff and contract workers understand and adhere to relevant policies, compliance, regulations, and procedures.
  • Determine, where required, staff discipline/corrective action within established policies/related documentation.
  • Champion Corporate Responsibility (CR) by integrating CR practices into products, plans and work practices and by assessing the business and customer risks and opportunities associated with gambling, liquor, and cannabis products, as relevant.
  • Champion MBLL's commitment to diversity, equity, and inclusion in talent development.
  • Carry out all required duties and responsibilities of a supervisor of workers, as outlined under provincial safety and health legislation.
  • Provide direct and/or functional supervision to contract staff. Recruit, manage and evaluate the performance of networking contract staff.
