Responsible for leading and managing JEA's enterprise network and network security infrastructure, including Core, Distribution, Access, WAN, wireless, remote access, and related network security platforms (e.g., firewalls, load balancers, cloud networking). Ensures network services are secure, resilient, scalable, and compliant with Technology Services standards and regulatory obligations in support of reliable electric, water, and wastewater operations. Provides end-to-end ownership of network architecture, engineering, operations, and lifecycle management. Manages the operations and maintenance (O&M) budget, contracts, and vendor relationships specific to network technologies, and leads a specialized team of network professionals operating in a highly regulated, critical-infrastructure environment. Lead the design, engineering, configuration, operation, and lifecycle management of JEA 's enterprise IP network, including Core, Distribution, Access, WAN, wireless, remote access, and cloud connectivity. Direct operations and lifecycle management of network security platforms, including next-generation firewalls, load balancers, VPN, DNS/DHCP, internet edge, and cloud networking solutions. Establish and maintain network strategies, standards, roadmaps, and reference architectures aligned with Technology Services and enterprise objectives. Ensure network availability, performance, and capacity meet defined service levels through effective monitoring, analysis, and proactive risk mitigation. Lead incident response, service restoration, and root-cause analysis for network and network-security events, driving corrective actions and continuous improvement. Own and enforce configuration, change, and release management processes for all network devices and services, including compliance with regulatory and internal change-management requirements. Ensure network security controls, logging, and configurations meet applicable regulatory and industry frameworks in coordination with Cybersecurity and Compliance teams. Maintain accurate and current network documentation, including diagrams, inventories, standards, and operational runbooks to support audits, storm response, and operational continuity. Plan, prioritize, and manage network-related projects and initiatives in coordination with the PMO, infrastructure teams, OT/SCADA, and external vendors. Lead or participate in RFPs, RFIs, technical evaluations, and contract negotiations for network hardware, software, support, and managed services. Manage network-specific O&M budgets, licenses, support contracts, and lifecycle investments, ensuring fiscal stewardship and alignment with strategic priorities. Plan, organize, coach, and evaluate assigned staff; establish clear performance expectations and development plans aligned with the JEA Scorecard and strategic initiatives. Provide leadership in safety and wellness and ensure safe work practices for all network staff. Support storm, emergency, and after-hours operations by leading or coordinating network response activities, including on-call escalation and incident command participation as required. Promote a culture of accountability, collaboration, customer service, and continuous improvement within Network Services. Stay abreast of and comply with local, state, and federal legal requirements; enforce adherence to requirements. Performs other job-related duties as assigned.
