The Regional Manager Local Government Affairs leads the design and execution of place-based public affairs strategies across the Southwest region, with a primary focus on building durable community credibility and managing municipal and county engagement. This role sits at the intersection of community leadership, local politics, and corporate strategy, with a clear mandate to protect and advance access to smoke-free alternatives while strengthening PMI’s long-term legitimacy in key markets. This is a role for a campaign-oriented strategist who can build trust before issues arise, anticipate political risk, and translate complex local dynamics into clear action plans.

Requirements

  • 8-10 years of experience in local government, public affairs, political campaigns, or related fields.
  • Demonstrated experience operating in or influencing city and county environments.
  • Campaign-oriented mindset with the ability to plan, sequence, and execute complex local strategies.
  • Strong political instincts and fluency in municipal decision-making processes.
  • Strategic thinker who can simplify complexity and prioritize what truly matters.
  • Regular in-market presence and travel required.

Nice To Haves

  • Background in highly regulated industries, public health, or consumer policy preferred.

Responsibilities

  • Design and execute local government affairs strategies in priority cities and counties, aligned with regional and national objectives.
  • Lead multi-stakeholder local campaigns with clear objectives, timelines, and success metrics.
  • Build and maintain trusted relationships with mayors, council members, city managers, county officials, and key municipal staff.
  • Build and sustain strong foundational relationships with trusted community stakeholders in cities and counties where PMI has an operational or commercial footprint.
  • Engage chambers of commerce, business associations, workforce organizations, civic leaders, and community-based nonprofits to position PMI as a long-term local partner.
  • Identify and support community initiatives that align with economic development, public health, and responsible business objectives.
  • Establish PMI’s reputation locally before regulatory pressure emerges, ensuring credibility and access during moments of policy debate.
  • Serve as a visible, consistent regional presence representing PMI’s transformation and commitment to harm reduction.
