The Anoka County Compliance and Risk Management Department’s mission is preserving assets with governance, integrity, and care. The department has an immediate opening for a Licensed Mental Health Manager who will perform various duties. Some of the critical responsibilities of this position include managing the department budget and staff, responding to critical incidents, wellness visits with county staff exposed to trauma, providing mental health support to employees and family members in a variety of areas, managing and promoting wellness, and promoting EAP services available to county staff and family members. This is a full-time, exempt, hybrid position. Interviews will take place the week of January 5, 2026 for those selected to move forward in the hiring process.

  • Oversee the planning and implementation of short-term, solution-focused counseling to employees and eligible dependents.
  • Manage a team of licensed mental health professionals responsible for emotional, mental, or psychological patient care coordination.
  • Lead the planning and continuous improvement of response plans to workplace crises such as employee death, violence, or traumatic incidents.
  • Provide strategic direction to supervisors and department heads on employee behavioral concerns, performance issues, workplace conflict, and team assessment activities.
  • Leads countywide collaboration on wellness and retention strategies.
  • Serve as the primary onsite contact for Employee Assistance Program (EAP) services across county departments.
  • Ensure care provided is in accordance with ethical, legal, and professional standards.
  • Oversee EAP utilization and participation in the organization to facilitate ongoing development of the program’s utility and promotion.
  • Participate in program planning, development, and implementation.
  • Oversee formal referrals and return-to-work plans following mental health-related absences.
  • Conduct clinical services and make referrals to external providers when necessary.
  • Manage program budgets, resources, and reporting and advocate for mental health policy improvements
  • Manage a team within a subfunction for Compliance and Risk Management department and provide direction to prioritize workloads, train/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.
  • Requires a graduate degree in psychology or related field and at least 5 years of job-related experience
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
  • Requires licensure in the State of Minnesota in one of the following: Licensed Marriage and Family Therapist, Licensed Professional Clinic Counselor, Licensed Independent Clinical Social Worker or Doctor of Psychology and Certified Employee Assistance Professional eligible
  • Successfully pass driver’s license background check
  • Must successfully complete a drug test and pass a thorough background investigation
  • Knowledge of psychological theories, counseling techniques, and evidence-based practices (e.g., CBT, solution-focused therapy)
  • Trained in modalities to treat trauma, critical incident response, and workplace violence prevention
  • Familiarity with organizational behavior, employee relations, and workplace stressors
  • Previous leadership experience
