About The Position

Manager IV: Texas Health and Human Services Commission (HHSC), Office of Family Services (OFS), Family Violence Program (FVP) is seeking a Manager IV that will make a difference in the lives of family violence survivors. The Manager IV under the direction of the OFS Contract Director, will support the FVP Billing Department, performs highly complex (senior-level) managerial work administering the daily operations of the Billing Department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. The Manager IV will assist in the development of federal and state reports, performance reports, and analysis of funding data; program budget allocations and evaluation of multiple FVP budgets. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs other duties as assigned.

Requirements

  • Knowledge of local, state, and federal laws and regulations relating to HHS procurement and contracting.
  • Knowledge of contract management theory and practice including personnel and financial management, federal grant management, process improvement, and quality management.
  • Knowledge of funding and allocation methodologies.
  • Knowledge of contract data systems, analysis, and reporting.
  • Working knowledge of community-based health programs, Texas legislative processes, and public accountability systems.
  • Skill in communication including the effective organization and presentation of information, both orally and in writing.
  • Strong communication and organization skills with attention to detail.
  • Experience with Microsoft Windows and Office products: Outlook, Word, Excel, and PowerPoint.
  • Skill in preparing written analyses and administrative reports and special projects as assigned.
  • Skill in analyzing and solving problems and making recommendations affecting overall contracting activities; and comprehensively and accurately evaluating different types of administrative reports.
  • Ability to gather, assemble, correlate and analyze facts.
  • Ability to develop and evaluate policies and procedures.
  • Ability to deal effectively with state and local officials and the public.
  • Ability to work independently while understanding the need for communicating and coordinating work efforts with others.

  • Graduation from an accredited four-year college or university. Experience and education may be substituted for one another.

Nice To Haves

  • Prefer Certified Texas Contract Manager (CTCM). If not currently a CTCM, the selected candidate must obtain CTCM certification within 6 months of hire date.
  • Experience with HHS program funding and allocation methodologies is strongly preferred.

Responsibilities

  • Oversees the billing, invoicing, and payment process for FVP and SMART Innovation.
  • Analyzes and reviews program financial data from CAPPS, information from Budget and PCS, and applicable agency business and strategic plans.
  • Develops financial objectives and strategies for FVP.
  • Manages the resolution of budgeting and invoice problems, identifies issues, improves services, implements program effectiveness, and develops action plans and recommendations for improvement in alignment with goals and objectives of FVP.
  • Works closely with the FVP billing specialist to ensure contracted providers are receiving payment in a timely manner.
  • Prepares and evaluates program budget requests.
  • Advises management on developing and implementing effective techniques for evaluating program finances and providing guidance to staff in the development and integration of new methods and procedures.
  • Integrates relevant conflicting programmatic and financial objectives through coordination and collaboration with department and Budget office to develop recommendations for FVP leadership.
  • As the program financial subject matter expert, participates on behalf of FVP and FYSS in cross-department collaboration and workgroups; provides consultative services and technical assistance to staff, leadership, FVP providers, stakeholders, other government agencies, or the public on behalf of FVP.
  • Leads meetings and develops presentations for FVP and leadership pertaining to FVP finance and budget.
  • Coordinates with department and leadership to lead and oversee the development of FVP financial data and information for legislative reports, inquiries, bill analysis, fiscal notes, federal grant reports, strategic plans, and other public-facing agency documents.
  • Oversees the requisition process for annual encumbrances and contract amendments for FVP and SMART Innovation.
  • Develops and implements internal financial policies and procedures to streamline the requisition process for FVP staff and management.
  • Ensures compliance with established department and agency procedures, FVPSA requirements, state statutes and federal laws, including those in 2 CFR 200; completeness of data; and presence of adequate documentation.
  • Monitors and coordinates third-party financial reviews, including coordination with FMU and the Single Audit Unit.
  • Communicates with program areas on complex problems or complaints and makes recommendations to management to address existing or potential problem areas.
  • Evaluates risk and advises FVP leadership on risk mitigation and prevention strategies.
  • Performs other duties as assigned.
