About The Position

Performs highly complex managerial work administering the daily operations and activities of agency programs. Work involves establishing goals and objectives; developing guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or the United States Department of Education (USDE). Major course work in Business Administration, Criminal Justice, Public Administration, Behavioral Science, or a related field preferred. Each year of experience as described below in excess of the required seven years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Seven years full-time, wage-earning criminal justice, program administration, public administration, or social services experience.
  • Three years full-time, wage-earning experience in the supervision of employees.
  • Applicants must meet the Texas Law Enforcement Telecommunications System (TLETS) access eligibility criteria as contained in the FBI Criminal Justice Information Systems Security Policy. Must maintain TLETS access eligibility for continued employment in position.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Knowledge of the principles and practices of public administration and management.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill to review technical data and prepare technical reports.

Responsibilities

  • Manages the activities of the Programs Coordination staff; plans, implements, coordinates, monitors, and evaluates policies and procedures; oversees the development of guidelines, policies, procedures, rules, and regulations; monitors compliance with policies and procedures; oversees the development and implementation of techniques for evaluating program activities; and coordinates new program development and data tracking to include individualized treatment plan database updates.
  • Oversees the establishment of program goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; manages evaluation activities; identifies areas in need of change and makes recommendations to improve operations; and represents the agency at meetings, conferences, seminars, hearings, trials, community religious and civic groups, and on boards, panels, and committees.
  • Oversees the preparation of management and productivity reports and studies; develops and evaluates budget requests and proposals; monitors budget expenditures and makes adjustments as necessary; oversees special investigations, internal audits, and research studies; oversees the development, review, and revision of legislation; and testifies at hearings, trials, and legislative meetings.
  • Provides liaison with agency staff, other agencies and organizations, and the public; oversees staff development plans and activities; and provides technical guidance in the program areas.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
