Metrocare Services is looking to hire an experienced Manager of IT Data and Analytics interested in joining our rapidly growing team. The Manager of IT Data and Analytics will work collaboratively with subject matter experts across the organization to lead data-facing teams to create and gather quality metrics, determine data validity, compile and sort data, and chart and present results to various levels of management. The successful candidate will be responsible for leading assigned projects, helping oversee Quality Assurance processes, troubleshooting data issues, and providing guidance to end users. This role involves a blend of technical expertise and leadership skills to drive initiatives and ensure delivery of high-quality analytics solutions.

Requirements

  • Bachelor’s degree in computer science, Information Systems, plus 5+ years of experience in a reporting, data, and analytics role. Equivalent combination of education and experience is acceptable.
  • Experience working with and extracting values from large, disconnected or unstructured datasets.
  • Moderate math skills required. Ability to work with reports and numbers, identifying patterns, trends, and potential errors. Ability to calculate moderately complex figures and amounts to accurately report activities and budgets.
  • Ability to apply common sense understanding to carry out simple one or two-step instructions. Ability to deal with standardized situations with only occasional or no variables.
  • Use computer, printer, and software programs necessary to the position (Word, Outlook, and PowerPoint).
  • Experience and expert proficiency using: MS Excel, MS PowerBI, MS Visual Studio – for Transformation Foundation Server file repositories, Azure DevOps navigations and permissions settings, SQL Server Management Studio - SQL code queries and error detections, SQL Services Reporting Studio navigation and options knowledge, and MS Teams
  • Extensive EHR and/or MyAvatar NX software and table content knowledge and navigation a plus
  • Extensive Financial software and/or NetSuite navigation a plus
  • MBOW HHSC Enterprise software access and navigation a plus
  • MS SharePoint sites and forms technical options knowledge a plus
  • C# forms technical options knowledge a plus
  • Ability to utilize Internet for resources
  • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, an employee must obtain a Texas Driver License within three (3) months of employment. Liability insurance is required if an employee operates a personal vehicle on Center property or for Center business. Must be insurable by Center’s liability carrier if employee operates a Center vehicle or drives personal car on Center business. Must have an acceptable driving record.

Responsibilities

  • Ability to process data change requests and new initiatives originating from all clinical, business, and technology business units of the Agency.
  • Performing as Technical Project Manager, responsible for leading multiple ad-hoc, weekly, monthly, and annual reporting data and analytics projects from inception to completion for all Departments’ Management of the Agency.
  • Ensure assigned projects are delivered on time, within scope, and meet quality standards.
  • Responsible for coordinating with cross-functional teams to gather requirements and align project objectives with business goals.
  • Communicate effectively with team members and stakeholders to provide updates and share information as needed.
  • Collaborate with QA Data Specialist to ensure data quality and accuracy.
  • Serve as the 2nd (elevated) level of Quality Assurance
  • Develop and implement data validation processes and quality checks in collaboration with a QA Data Specialist.
  • Work closely with the business teams to understand the requirements in detail and partner with technology functions to formulate consumable technical requirements and define scope and objectives of each initiative.
  • Responsible for completing regulatory measures’ Technical Requirements documentation by researching and plotting all Table and Fields via EHR Data Dictionary tools.
  • Responsible for effectively communicating, updating, and storing the finalized Technical Requirements Table and Field updates within all identified project accessible locations.
  • Responsible for working with project managers to ensure projects are delivered on time while adhering to data quality and control objectives for all intakes including maintenance projects.
  • Gather and analyze quality metrics, ensuring data validity and presenting results to management.
  • Expected to contribute to continuous iterative exploration of design and delivery performance and other measures to gain insight and drive intake process optimization and capacity planning.
  • Ability to perform routine troubleshooting to resolve data-related issues and ensure system functionality.
  • Ability to provide technical support and guidance to team members and end users from all departments of the Agency.
  • Assist in developing user manuals, training material and documentation.
  • Responsible for investigating and addressing data discrepancies, system errors, and other related data challenges.
  • Training end users in understanding and utilizing data analytics solutions effectively.
  • Ensure data quality, integrity, and security across the organization.
  • Perform data analysis to extract insights and provide preliminary recommendations.
  • Utilize data visualization tools to present findings to stakeholders in a clear concise manner.
  • Drive day-to-day operational tasks, including project resource management, work allocation, and other duties and functions as assigned.
  • Responsible for monthly Agency Financials and Payroll Reports’ accuracy and submission to Finance Dept prior to Board sessions and ad-hoc as needed.
  • Assures the work of the team is carried out by performing a range of coordinating and supportive duties.
  • Ability to provide a variety of technical/quality assurance advice, liaison, and coordination on assigned Development Team.
  • Identify, analyze, implement, coordinate, and monitor program improvements for technical and quality issues impacting various state reporting initiatives.
  • Develop projects and work methods to standardize processes and procedures to provide consistent technical review and evaluation for technical/quality assurance issues related to development.
  • Identify opportunities for process optimization and suggest improvements.
  • Ability to validate quality requirements to create conceptual, logical, and physical data models and training.
  • Strong Math and Statistical skills.
  • Experience in data modeling and management.
  • Experience in building Dashboards in Power BI and other technical platforms.
  • Historical analysis as well as trending and predictive forecasting.
  • Discover and report against key performance metrics.
  • Perform as Report Designer for Operations personnel to formalize the technical requirements documentation and present to the Development team for their required usage.
  • Data cleansing and analysis.
  • Building data dictionaries, maintaining technical requirements documentation, and processing documentation.
  • Excellent time management skills utilized to effectively manage the multiple phases of the various projects assigned.
  • Performs other duties as assigned.
