Executive, Legislative, and Other General Government Support

Under the direction of Sector B Deputy Commissioner for Technology, this position will provide essential oversight and managerial support for the AGM Business Application Services, which has an Application Developers team, Business Analysis team, and Quality Assurance/Testing team, in support of the Department of Agriculture and Markets (AGM). Specific duties include, but are not limited to: Work closely with AGM application business owners, users, vendors, and ITS staff from the Sector B, shared services, and enterprise to ensure applications are maintained and enhanced as needed. Lead the team's participation in the documentation of business and functional requirements and the creation of application design documentation for applications and enhancements. Develop software solutions to meet business requirements and consult with other staff and users to evaluate the effectiveness of proposed solutions. Direct, mentor, and coordinate all system development activities of the teams. Lead system design, system development, database application design, framework design, UI design, coding, unit integration testing, and application deployment using Waterfall and Agile Scrum methodologies. Develop and maintain detailed technical plans for major areas of responsibility. Review and resolve incidents, requests and tasks assigned to the team using ITSM/ServiceNow. Actively manage and support staff in their participation in projects through effective collaboration with program and project managers, proper appropriation of staff to projects, and participation in project meetings. Along with all managers in AGM Business Application Services team, participate in resource allocation management, documentation, and reporting to both Sector B and AGM leadership. Monitor project and enhancement progress, review major staff initiatives and products, and make recommendations and adjustments as appropriate. Manage team's participation in Change Management including creation, performance, approval, and closure of change requests using ITSM/ServiceNow. Participate in all Sector B governance processes, documentation, and meetings including but not limited to AGM Governance, AGM/ITS Monthly status, Sector B IT Review Board (CITRB), CAR reports, and Sector B Architecture Review Board (CARB). Foster a positive and collaborative work environment within the IT department and promote a culture of continuous learning and development. Perform full range of supervisory duties.

  • Perform full range of supervisory duties.
  • Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.
