Textron Systems is seeking an experienced Export Compliance professional to manage our expanding regulatory compliance and contractual obligations in our defense line of business. The ideal candidate will have a proven track record of success managing export and import compliance in a weapon, marine, and land vehicle/defense environment and possess extensive knowledge of the International Traffic in Arms Regulations (ITAR), Export Administration Regulations, and Customs Regulations. This role requires excellent communication skills and the ability to interact with employees at all levels, working both independently and collaboratively with other members of the business, as well as with the Legal, Contracts, and Compliance staff on various international trade compliance matters. The Manager of Export/Import Compliance will proactively oversee all compliance matters for various businesses within Textron Systems located in Hunt Valley, Maryland, and will be responsible for managing a broad range of responsibilities in a fast-paced, multi-tasking environment. The responsibilities include serving as an Empowered Official, providing proactive export/import compliance guidance to program management, contracts, procurement, business development, shipping, security, and other functional areas within the company. The candidate will prepare and submit Directorate of Defense Trade Controls and Commerce license applications, Technical Assistance Agreements, Manufacturing License Agreements, and Warehousing Distribution Agreements. They will also determine the applicability of ITAR exemptions, ECCNs, and the use of Commerce exceptions, assist in maintaining a classified (HTS) Item database, and support compliance for GSP, NAFTA, and other duty preference programs. The role involves collaboration with in-house attorneys and outside counsel to ensure compliance with applicable laws and regulations, as well as providing support during internal/external audits and investigations. Additionally, the candidate will review and approve Foreign Visitor Notifications and shipping requests, track application statuses, maintain databases of granted export approvals, and prepare required reports. The position also requires maintaining up-to-date Export/Import Compliance Policies, Procedures, and Manuals, planning and conducting employee training, reviewing export/import documents, and working with Customs Brokers to expedite Customs clearance of products.
