About The Position

Works under the general direction of the Amendments & Issuance Branch Manager. Performs managerial work overseeing the daily operations and activities of the quality assurance and training team in an effort to improve customer service, security and data quality. Trains, leads, assigns, and/or prioritizes the work of the quality assurance and training staff. Manages activities of staff in quality assurance and training area(s). Develops methods, procedures, operating instructions and quality assurance and training activities within the scope of vital registration. Assesses and provides training, curricula, methods and materials to Branch staff. Provides direct assistance to Branch staff by developing and executing high level trainings, workshops, forums, special investigations and research studies to include coordination with team Managers, team leads, and other Branches in VSS. Provides assistance to Branch staff in completing vital records/reports and communications. Work performed requires specialized knowledge of vital statistics statutes, rules, security policies, program software and public health initiatives related to the issuance of and/or correction to vital records. Oversee the monitoring and oversight of Branch staff for compliance with laws, performance measures, policies and procedures related to the issuance of and/or correction to vital records. Oversees the quality assurance processes, team self-assessments and desk audits to ensure standardization of statutory and contractual requirements for improved customer service, security, and data quality and takes corrective action as needed. Serves as the key contact person for the Amendments & Issuance Branch, providing advanced consultative and technical assistance and information to Branch staff on vital statistics quality assurance and training initiatives.

Requirements

  • Specialized knowledge of vital statistics statutes, rules, security policies, program software, and public health initiatives related to the issuance of and/or correction to vital records.
  • Thorough knowledge of the principles and practices of effective personnel supervision and project management.
  • Knowledge of public administration and management techniques. Knowledge of program planning and implementation.
  • Skill in organizing program training activities; and establishing goals and objectives for multiple program activities; developing schedules, establishing priorities, and developing standards of quality assurance for achieving program goals.
  • Skill in public speaking and making presentation to large and diverse groups.
  • Skill in effective verbal and written communications with staff, vendors, internal and external customers.
  • Skill in establishing and maintaining effective working relationships with agency staff, partners and the public.

  • Skill in preparing concise highly advanced program management and productivity reports.

  • Ability to learn, apply and explain Texas Vital Statistics statutes, rules and regulations, and other relevant state and federal statutes.

  • Three years’ experience interpreting local, state, and federal statutes, policies and procedures, or rules and regulations.
  • Three years’ experience working with highly confidential or Vital Records.
  • Three years’ experience communicating verbally and in writing with diverse professionals, customers, government officials or the general public.
  • Three years’ work experience developing reports and presentations using Microsoft Word, Excel, Visio, PowerPoint.

Responsibilities

  • Manage and supervise the daily operations and activities within the Quality Assurance and Training team, which performs advanced monitoring and oversight of the Amendments & Issuance Branch for compliance with laws, performance measures, policies and procedures related to issuance of and/or correction to vital records.
  • Develop and implements training processes and quality assurance techniques for current staff and the growth and development of new staff.
  • Oversee the development and execution of comprehensive surveys to ensure standardization of statutory and contractual requirements for improved customer service, security, and data quality and take corrective action as needed.
  • Serves as the key contact person for the Amendments & Issuance Branch, providing advanced consultative and technical assistance and information to Branch staff on vital statistics, quality assurance and training initiatives.
  • Facilitates special investigations and program analysis.
  • Identifies areas of needed change and makes recommendations to improve operations.
  • Manages activities of staff in quality assurance and training area(s).
  • Develops methods, procedures, operating instructions and quality assurance and training activities within the scope of vital registration.
  • Identifies and evaluates program operations and procedures and offers suggestions and recommendations for additional training to Branch Managers for necessary revisions and/or modifications for further staff development.
  • Develops guidelines, procedures and rules and monitors compliance with policies and procedures for the Amendments & Issuance Branch.
  • Monitors the compliance of team in accordance with the Texas Health and Safety Code, Texas Family Code, Texas Administrative Code, the Texas Criminal Code, and agency policies and procedures including confidentiality requirements.
  • Collaborates with VSS leadership to assure the public receives accurate interpretations of the statutes orally and in writing.
  • Responsible for coaching, developing and the timely documentation of employee performance and behavior.
  • Develops job descriptions and job posting documents; participates in the hiring process and makes hiring decisions; conducts staff counseling and performance evaluations, makes decisions regarding merit and administrative leave awards.
  • Oversee the development and execution of high-level trainings, workshops, forums, special investigations and research studies, which will include coordinating with team Managers, team leads, and other Branches in VSS.
  • Conducts presentations pertaining to program services and communicates legislative and/or policy changes to Branch staff.
  • Supervises the development of new curricula and methodology for presenting vital statistics information, compiles evaluations and reports findings to Branch Manager.
  • Represents the Branch at meetings, hearings, trials, conferences, and seminars or on boards, panels and committees.
  • Oversee the quality assurance processes, team self-assessments and desk audits to ensure standardization of statutory and contractual requirements for improved customer service, security, and data quality and take corrective action as needed.
  • Develops written reports, quality assurance procedures and training manuals for current and proposed organization functions.
  • Other duties as assigned. Other duties may include actively participating and/or serving in a supporting role to meet the agency's obligations in response and/or recovery or COOP activation. Such participation may include an alternate shift period assignment and/or location.
