About The Position

Performs routine managerial work administering the daily operations and activities for the Institutional Parole Office (IPO). Work involves planning, scheduling, and approving parole liaison activities, coordinating with other regions, departments, units, and entities; coordinating, developing, and implementing training, mentoring, policies, and procedures; providing technical guidance to staff; reviewing statistics, assignments, and reports; conducting IPO Operational Special Projects and investigations as assigned by IPO Operations; and supervising the work of others. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Criminal Justice, Counseling, Social Work, Psychology, Sociology, or a related field preferred. Each year of experience as described below in excess of the required six years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Six years full-time, wage-earning technical program support, program administration, or public administration experience.
  • Must have a valid state driver license.
  • Must maintain valid license(s) for continued employment in position.
  • Must have or be able to obtain a certificate of course completion for the Texas Law Enforcement Telecommunications System (TLETS) policy and procedures training from the Texas Department of Public Safety within six months of employment date.
  • Must meet and maintain TLETS access eligibility for continued employment in position.
  • Knowledge of the principles of criminology and penology.
  • Knowledge of the principles, methods, techniques, and practice of parole case management.
  • Knowledge of the psychological concepts of behavior, social adjustment, and emotional stability.
  • Knowledge of state and federal laws, rules, regulations, and statutes regarding pardons and paroles.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill to review technical data and prepare technical reports.
  • Skill in problem-solving techniques.
  • Skill to manage, prioritize, and implement scheduling to accomplish daily tasks and meet established guidelines.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software.
  • Skill to train others.
  • Skill to supervise the work of others.
  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry 15-44 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.

  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Plans, schedules, and supervises the activities of Program Specialist V staff across the state to ensure compliance with agency policies, procedures, and objectives; and directs parole liaisons in improving virtual interview facilitation techniques.
  • Plans, implements, coordinates, monitors, and evaluates statewide operations; develops and implements operating policies and procedures; conducts investigations of highly confidential cases; and approves actions and reports of parole liaisons.
  • Directs the preparation of training and operational manuals, educational materials, and information programs; and develops and maintains training programs.
  • Develops training materials and conducts training programs; and provides technical assistance regarding agency administrative processes.
  • Performs criminal information searches and retrieval using Texas Department of Public Safety criminal history system access.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
