Unit context The Group Strategy Office (GSO) provides leadership and support in strategy, foresight, development and management efforts across the World Bank Group. It promotes the alignment, quality and coherence between the World Bank Group’s individual strategies. The GSO is led by the Director whose primary responsibility is supporting the Senior Leadership and their teams to deliver on the WBG mission. Seeking a Manager, Group Strategy Office who will support the Director of the Group Strategy Office (GSOD) in tracking and communicating about strategy initiatives across the World Bank Group plus managing the Group Strategy Office team, work program, priorities and budget.

Requirements

  • Master’s degree or equivalent postgraduate qualification in a relevant field, with at least 12 years of relevant professional experience.
  • Demonstrated experience in institution-wide strategy development, implementation, monitoring, and learning.
  • Proven experience engaging with Board members and senior executive leadership.
  • Strong understanding of World Bank Group (WBG) or other Multilateral Development Bank (MDB) operations, priorities, and policies.
  • Drive strategic impact and implementation by translating institutional strategies into actionable programs and measurable outcomes.
  • Think strategically and analytically, synthesizing complex information and identifying practical solutions to institutional challenges.
  • Build and sustain partnerships across disciplines, units, and stakeholders in a collaborative and multicultural environment.
  • Communicate complex issues clearly and persuasively to both technical and non-technical audiences, including senior leadership.
  • Lead through influence, empowering and mentoring teams while fostering accountability and shared ownership of results.
  • Demonstrate integrity and sound judgment, operating with fairness, diplomacy, and a strong commitment to the WBG mission.

Responsibilities

  • Lead and be accountable for the performance of the GSO multi-functional team, including staff management, work program delivery, resource planning, and budget stewardship, ensuring alignment with institutional priorities and delivery timelines.
  • Design, own, and continuously improve an institution-wide strategy planning and management cycle that enables decision-useful dialogue; integrates plans, actions, and budgets; monitors implementation; and provides regular performance reporting to senior management.
  • Provide enterprise-wide leadership and strategic stewardship to ensure coherence and alignment of strategy development across operational, corporate, and institutional units, and alignment with World Bank Group strategic priorities.
  • Translate and cascade WBG corporate priorities into unit level goals and targets to ensure top-down and bottom-up consistency in understanding and implementing strategies
  • Set standards, provide guidance, and ensure consistency and high-quality outputs across World Bank Group strategy design and development approaches.
  • Develop and oversee an integrated communications and stakeholder engagement approach that ensures World Bank Group senior management and key stakeholders have a shared understanding of strategic priorities, performance, progress, and lessons learned.
  • Maintain a deep understanding and knowledge of Bank-Group past and present strategies and identify emerging trends (geopolitical, technological, economic) that may inform new or adjust existing WBG strategies.
  • Support and partner with the GSO Director and key World Bank Group stakeholders to develop, monitor, and adjust multi-year strategy implementation plans, with clear objectives, milestones, and accountabilities.
  • Model exemplary World Bank Group leadership values and managerial behaviors, foster a high-performing and inclusive team culture, and actively mentor and develop staff within the GSO.
