About The Position

In support of our Clean Energy goals, SMUD is seeking a Transmission Planning Manager to lead a team responsible for the short- and long-term planning of the transmission system. Under the direction of the Director, Transmission Planning & Operations, this position has management responsibility for reliable planning for the current and future needs of the bulk electric system. Provides leadership, technical expertise, mentoring and oversight for staff, resources, and projects related to short- and long-term transmission planning, generator interconnections and contracts to support the reliable, safe, and cost-effective operation of the bulk electric system generation and transmission assets for the SMUD transmission system. Manages the contracted operations for the Balancing Authority of Northern California (BANC) and provides leadership for compliance efforts supporting mandated FERC, NERC Reliability Standards, WECC and RC West.

Requirements

  • Bachelor’s degree from an accredited college or university majoring in electrical engineering or related field or equivalent experience.
  • At least ten (10+) years of progressively responsible relevant work experience in power electrical engineering disciplines applied to utility system modeling and system reliability.

Nice To Haves

  • Professional registration as an Electrical Engineer in the state of California.
  • Experience in representing SMUD in reliability forums, including providing testimony with the Federal Regulatory Energy Commission.
  • Experience with physical and contractual arrangements governing the power market interactions in the Western United States.

Responsibilities

  • Represents and acts to protect and inform SMUD by serving on industry technical groups regarding electric industry restructuring, regulatory issues and standards, rules and practices for generation and transmission system reliability.
  • Lead and provide guidance for NERC reliability standards Planning Coordinator (PC) and Transmission Planner (TP) related compliance responsibilities.
  • Develops and presents or assigns staff to present testimony and defense of SMUD's position to regulatory bodies.
  • Plans and directs the performance of technical analyses on utilization and reliability of SMUD's generation and bulk transmission system.
  • Develops recommendations on methods to increase or maintain the reliability and adequacy of SMUD's bulk transmission system.
  • Evaluates and recommends generation and transmission system additions, deletions and/or improvement projects.
  • Assists in overseeing internal/external department projects by identifying project objectives and developing project plans.
  • Supports SMUD's participation at BANC, WECC, NERC, FERC, CEC, CPUC, CAISO and TANC meetings and conferences.
