About The Position

The National Park Foundation (NPF) seeks a dynamic and strategic Manager, Government Relations, to serve as a key leader in our Washington, D.C.-based team. Reporting directly to the Vice President of Government Relations, this role is responsible for shaping and advancing NPF’s legislative and policy agenda on Capitol Hill, across federal agencies, and with diverse stakeholders. The Manager will drive initiatives that raise NPF’s profile, strengthen partnerships, and further our mission to support and protect America’s national parks.

Requirements

• Minimum 3-4 years in government relations, legislative affairs, or advocacy, with proven success managing a federal legislative portfolio and navigating the legislative process.
• Direct experience working in a legislative role on Capitol Hill is required; strong knowledge of natural resources, environmental policy, and public lands issues preferred.
• Exceptional written, verbal, and interpersonal communication skills; ability to clearly inform, educate, and persuade elected officials and policy makers.
• Self-motivated and adaptable, with the ability to lead projects independently and thrive in a fast-paced, collaborative environment.
• Demonstrated ability to manage multiple priorities with accuracy and timeliness.
• Collaborative spirit and willingness to work across departments to align resources and strategies.
• Thorough understanding of lobbying and non-profit laws and regulations.
• Bachelor’s degree required.

Nice To Haves

• Experience with political advocacy, grassroots organizing, or work with non-governmental organizations (NGOs) is a strong plus.

Responsibilities

• Collaborate with the VP of Government Relations to develop and execute impactful legislative and policy strategies that advance NPF’s priorities at the federal level.
• Represent NPF in meetings with Congressional staff, Members of Congress, Department of the Interior and National Park Service (NPS) leadership, and other key government officials.
• Build and maintain strong, bipartisan relationships on Capitol Hill and within relevant agencies to elevate NPF’s legislative agenda.
• Under the direction of the VP of Government Relations, provide NPF leadership with timely updates, analysis, and recommendations on legislation, policy developments, and advocacy opportunities.
• Translate complex policy issues related to national parks, public lands, and the environment into clear, accessible language for senior leaders and stakeholders.
• In close collaboration with the VP of Government Relations, lead the planning, execution, and follow-up for high-profile advocacy events including Hill Day, Congressional staff trips, Hill briefings, National Park Week activities, site visits, and other public-facing events.
• Manage and coordinate the work of consultants, vendors, and external partners to ensure seamless event logistics and strategic alignment.
• Develop comprehensive briefing materials, fact sheets, and background documents for NPF and NPS priorities, ensuring stakeholders are well-prepared for meetings and events.
• Disseminate regular program and project updates to Congressional offices and government partners to maintain strong engagement and transparency.
• Support the VP with scheduling, meeting preparation, and other administrative and strategic tasks, with a focus on advancing NPF’s presence on Capitol Hill.
• Manage government relations contracts, vendor relationships, and critical infrastructure to support advocacy efforts.
• In partnership with the VP of Government Relations, collaborate with the Community Partnerships team to expand NPF’s government relations capacity and foster strong alliances with national park partners.
• Serve as a primary logistics coordinator and point of contact for Hill Day and related events, including partner meet-and-greets and receptions.
• Advise and prepare park partners for government relations activities to advance shared legislative goals.
• Work closely with the Programs and Partnerships department to curate, maintain, and share relevant data and resources with the government relations team.
• Support all other duties as assigned to enhance relationships, prepare materials, and execute government relations events that further NPF’s mission.
