The Government Relations Manager is responsible for developing and maintaining relationships with state officials in support of PPL’s Medicaid self-direction services. This role works closely with the Vice President of Government Relations, external lobbyists, and internal client engagement teams to develop and execute advocacy strategies with Medicaid stakeholders at the state level. The position monitors legislative and regulatory developments affecting Medicaid Home and Community-Based Services (HCBS) programs, provides strategic insights to senior leadership, and leads engagement efforts with policymakers, regulators, and industry stakeholders. The Government Relations Manager plays a key role in advancing PPL’s policy priorities, protecting the organization’s existing business footprint, and educating decision-makers on self-direction services. Requirements

  • Reside in the state of Wisconsin.
  • Ability to travel as needed.
  • Proven experience interacting with state officials and government staff.
  • Knowledge of legislative processes and regulatory environments.
  • Strong writing, editing, and storytelling skills with the ability to tailor messaging for different audiences.
  • Experience in healthcare legislation and policy; Medicaid experience strongly preferred.
  • Exceptional organizational and project management skills with the ability to prioritize tasks, meet deadlines, and manage multiple projects simultaneously.
  • Strong executive presence and ability to collaborate effectively across teams.
  • Excellent written and verbal communication skills to convey PPL’s mission-driven culture.
  • Proficiency with Microsoft Office applications including PowerPoint, Word, and Excel.
  • Education: Bachelor’s degree in government, political science, healthcare policy, or a related field. Substantial professional experience may be considered in lieu of a formal degree.
  • Experience: At least 5 years of experience in government relations, public policy, or a related field.
  • Demonstrated experience working with state officials, regulatory agencies, or industry stakeholders.
  • Experience tracking legislation and policy developments and advising internal teams on potential impacts.

Responsibilities

  • Legislative & Regulatory Monitoring Track legislation and regulations impacting Medicaid HCBS programs at the state and federal level.
  • Monitor legislative, regulatory, and political developments and assess potential impacts to the organization.
  • Provide briefings and updates to senior leadership on policy developments and emerging risks or opportunities.
  • Government & Stakeholder Engagement Identify Medicaid champions in assigned states and build strong relationships with elected officials, regulatory agencies, policymakers, and industry associations.
  • Advocate for the organization’s policy positions through stakeholder outreach, written comments, and engagement with policymakers.
  • Collaborate with external lobbyists and internal teams to support advocacy efforts.
  • Policy Strategy & Advocacy Proactively identify opportunities to advance PPL’s advocacy efforts, including educating policymakers on self-direction services and protecting the organization’s existing operations within states.
  • Collaborate with cross-functional teams to develop policy positions and supporting materials to strengthen PPL’s advocacy initiatives.
  • Internal Communication & Strategic Coordination Lead the development of bi-monthly calls with stakeholders in states of primary responsibility to gather business insights and share policy updates.
  • Provide detailed updates to internal account teams regarding state-level developments that may impact PPL operations.
  • Prepare talking points, briefing materials, and executive summaries for senior leaders and external partners.
