Raytheon's Global Ethics & Compliance (GEC) department has an exciting opportunity for a Manager, Global Ethics Office (GEO) Policy Compliance. The Manager will help support the implementation of the Ethics and Compliance program across the Raytheon business, serving more than 55,000 employees. Specifically, the Manager will be responsible for reviewing and providing guidance regarding general and complex conflicts of interest inquiries/disclosures (COIs) and support evaluation and disposition of business courtesy requests (BCARs) and Post-Government Employment (PGE) disclosures received through various mechanisms, including the Speak Up Helpline. The Manager will also partner with other GEO and GEC team members and stakeholders across the enterprise to support all aspects of the Ethics and Compliance program, including case management, engagement with Ethics & Compliance Officers, and development, enhancement and harmonization of process and other materials. Because Raytheon has business operations across the globe, awareness of international regulations in these areas is also important. The GEO team is designed to be the proactive, education and mitigation arm of the broader GEC team, fostering Raytheon's commitment to acting with integrity by building an Ethics and Compliance program focused on empowering all employees to model the guiding principles and Values in the RTX Code of Conduct, promoting a Speak Up culture, and achieving business goals. The Manager will be a part of the Legal, Contracts and Compliance (LCC) function, and will report to an Associate Director on the GEO leadership team.

Requirements

  • Typically requires a University Degree and a minimum of 8 years of Ethics and Compliance experience; or an Advanced Degree with a minimum of 5 years of experience.
  • A minimum of 3 years of experience analyzing, evaluating and providing guidance on conflicts of interest disclosures involving a range of ethics and compliance topics.
  • A minimum of 3 years of experience substantively managing Ethics and Compliance matters and documenting them in case management or other system of record.
  • Experience serving as an ethics and compliance advisor or subject matter expert for conflicts of interest inquiries.

Nice To Haves

  • Experience working for U.S. Government defense contractors or the U.S. Government.
  • Experience evaluating and providing guidance regarding post-government employment disclosures by current and former U.S. Government employees.
  • Experience conducting investigations and/or case management.
  • Ability to collaborate effectively and work autonomously with limited oversight from supervisor.
  • Excellent presentation, facilitation, communication skills and project management skills.

Responsibilities

  • Review, analyze, provide guidance on, and disposition general and complex COIs, along with a range of other ethics and compliance topics independently and in partnership with stakeholders.
  • Support evaluation and disposition of business courtesy requests (BCARs) and Post-Government Employment disclosures (PGEs).
  • Properly and promptly document questions, concerns, and consultations in the appropriate tools and systems of record consistent with internal standards and with a clear focus on data integrity.
  • Develop and enhance processes, process guidance and training content related to BCARs, COIs, the annual certification and other ethics and compliance topics in collaboration with key stakeholders.
  • Educate about, foster compliance with and drive consistency in the application of our Code of Conduct, Values, policies and procedures through consultations, presentations, and training.
  • Support GEC and GEO team initiatives to achieve alignment across Raytheon and the broader RTX enterprise.
  • Support the identification and evaluation of case trends, metrics, root cause analysis, and preventative and mitigation measures.
  • Perform other duties as assigned, including assisting with other GEC and GEO project work and consultations as needed.
