About The Position

We're looking for an experienced Manager, Fleet Safety, ERO, ERP to fill this role. You'll be responsible for leading the development, implementation, and continuous improvement of ship-specific Emergency Response Plans (ERPs), Emergency Duty Instructions (EDIs), and related safety documentation across the Holland America Line (HAL) and Seabourn Cruise Line (SBN) fleets. This role manages ERP databases and tools such as SkillGrader and EZ Master to track crew proficiency, identify training gaps, and drive targeted interventions. It designs and oversees shipboard emergency training programs, collaborating with Training Officers to ensure consistency, compliance, and effectiveness. The position also maintains Evacuation Plans, assignment files, and Emergency Towing Booklets, ensuring alignment with international regulations and operational changes. As a key contributor to audit readiness and corporate emergency management initiatives, you'll support internal and external audits and represent the Fleet Safety team in EMR working groups. Operating with a high degree of autonomy, the role requires strong analytical, project leadership, and cross-functional collaboration skills to uphold safety standards and regulatory compliance fleet-wide.

Requirements

  • Bachelor's degree in Maritime Nautical Sciences, Marine Engineering, or a related maritime discipline is required.
  • Minimum of 5 years of relevant experience in emergency response planning and operations, ideally within the cruise ship or broader marine industry.
  • Strong knowledge of international maritime safety regulations and emergency preparedness standards.
  • Proficiency in managing safety documentation systems and digital tools such as SkillGrader and electronic mustering platforms.
  • Demonstrated ability to interpret technical documentation and apply regulatory requirements to operational procedures.
  • Excellent communication and collaboration skills, with the ability to influence across shipboard and shoreside teams.
  • Proven track record in developing, implementing, and maintaining Emergency Response Plans (ERPs), Emergency Duty Instructions (EDIs), and evacuation protocols.
  • Experience designing and evaluating shipboard emergency training programs using performance metrics and audit feedback.
  • Hands-on experience managing compliance systems and supporting internal and external audit processes.
  • Familiarity with international regulatory frameworks (e.g., SOLAS, ISM Code) and their application to fleet safety operations.
  • Experience leading cross-functional safety initiatives and contributing to enterprise-level emergency management strategies.

Responsibilities

  • Lead the end-to-end development, implementation, and continuous refinement of Emergency Duty Instructions (EDIs) across the Holland America Line and Seabourn Cruise Line fleets. This includes conducting data-driven reviews of incident trends to identify procedural gaps and opportunities for improvement. Collaborate with shipboard and shoreside leadership to ensure EDIs are operationally relevant and aligned with evolving international maritime regulations. Maintain consistency across vessels while allowing for customization based on ship-specific configurations. Regularly update documentation to reflect organizational changes, regulatory updates, and lessons learned from drills or real-world incidents. Ensure EDIs are accessible, clearly communicated, and integrated into shipboard emergency training programs. Provide guidance during audits and inspections to demonstrate procedural integrity and compliance. Support cross-functional initiatives that enhance emergency readiness through improved documentation standards. Champion a proactive approach to safety by embedding EDI best practices into fleet-wide operations.
  • Design, implement, and evaluate shipboard emergency training programs that support crew readiness and regulatory compliance. Use performance metrics, audit outcomes, and feedback loops to assess training effectiveness and identify areas for enhancement. Collaborate with onboard Training Officers and fleet leadership to ensure training content is standardized, relevant, and responsive to emerging risks. Integrate tools like SkillGrader and EZ Master to monitor crew proficiency and track progress over time. Facilitate the rollout of new training modules and ensure alignment with ERPs and EDIs. Provide coaching and support to shipboard teams during drills and exercises to reinforce learning objectives. Address training gaps through targeted interventions and continuous improvement initiatives. Ensure training programs meet international standards and reflect best practices in maritime safety. Promote a culture of preparedness by embedding emergency training into routine operations.
  • Oversee the SkillGrader system to monitor and enhance crew emergency readiness across the fleet. Analyze performance data to identify training gaps, trends, and areas requiring intervention. Generate actionable insights and reports for fleet leadership to support decision-making and resource allocation. Coordinate with shipboard teams to validate data accuracy and resolve discrepancies that may impact audit outcomes. Use system outputs to inform updates to ERPs, EDIs, and training programs. Ensure SkillGrader is configured to reflect current regulatory requirements and operational realities. Collaborate with IT and safety teams to troubleshoot system issues and implement enhancements. Support the integration of SkillGrader with other safety tools like EZ Master for a holistic view of crew preparedness. Drive continuous improvement by leveraging data to refine emergency readiness strategies.
  • Coordinate the creation, maintenance, and optimization of Evacuation Plans and assignment files for all vessels. Ensure documentation is accurate, accessible, and compliant with international maritime regulations. Apply critical thinking to resolve layout inconsistencies and usability challenges across diverse ship configurations. Update plans to reflect organizational changes, regulatory updates, and feedback from drills or audits. Collaborate with shipboard teams to validate crew assignments and ensure alignment with emergency protocols. Maintain Emergency Towing Booklets and other supporting documents to reinforce evacuation readiness. Provide documentation support during inspections and emergency management reviews. Ensure plans are integrated with ERPs and EDIs for a cohesive safety framework. Promote operational efficiency by streamlining documentation workflows and version control.
  • Support the preparation and execution of internal and external audits related to emergency preparedness and safety documentation. Validate data across systems and ensure all materials are audit-ready and aligned with regulatory standards. Coordinate with shipboard and shoreside stakeholders to address findings and implement corrective actions. Serve as deputy to the Senior Manager ERP during audit cycles, contributing to strategic planning and issue resolution. Represent the Fleet Safety team in Emergency Management Review (EMR) working groups and other compliance forums. Monitor changes in international maritime regulations and assess their impact on fleet documentation and training. Lead initiatives to improve audit outcomes through enhanced documentation and crew readiness. Ensure ERP-related systems and processes are continuously updated to reflect best practices. Foster a culture of accountability and compliance across all levels of the organization.
