About The Position

The Manager, Environmental Remediation is responsible for coordinating Site Investigation & Remediation (SIR) activities between several projects, located primarily in New York State, with possible occasional support in Maine, Connecticut and/or Massachusetts. SIR projects include but are not limited to site characterization, remedial investigation, remedial alternatives & feasibility studies, remedial design, remedial action, site management, operation, monitoring & maintenance and long-term management of former manufactured gas plant (MGP) sites and petroleum sites. Projects also include property due diligence (Phase I & II), hazardous building material assessments and PRP (potentially responsible party) sites. Responsibility includes management of the work and teams focused on meeting the regulatory requirements and coordinating the remediation program. Must consider innovation and efficiency in site recommendations, as well as means and methods of remediation. Represents the company in regulatory and public forums, executes management approvals and human resources responsibilities for project team personnel, and coordinates activities of project teams. Holds team accountable for performance and results, provides technical and programmatic options & solutions to senior management, and ensures teams are delivering projects on schedule, within budget and in conformance to quality and engineering standards.

Requirements

  • Bachelor's Degree in Environmental related Science or Environmental Engineering.
  • A minimum of 8 years of experience working on all phases of site investigation and remedial projects, including 5 years of demonstrated project management experience on large sites under administrative agreements.
  • The candidate must be flexible to manage a wide range of projects (small to large) to meet the needs and dynamics of the program.
  • Broad and solid experience and knowledge in environmental site investigation and remedial applications, practices, strategies, trends, environmental forensics of various media including soil, groundwater, bedrock, sediment and soil vapor.
  • Working knowledge of Connecticut, Maine and Massachusetts and New York environmental regulations desirable.
  • Familiar with environmental financial reporting and liability estimating.
  • Solid understanding and application of CERCLA.
  • Experience with large, complex multi-media impacted sites.
  • Experience with Consent Orders, Brownfield Programs, and multi-site programs.
  • Familiar with regulatory proceedings and testimony.
  • Knowledge of relevant industry standards, guidance and regulations (State and Federal) and regulatory trends and developments within the industry.
  • Working understanding of typical environmental (investigation & remediation) contractual terms and conditions.

Nice To Haves

  • Direct experience with manufactured gas plant (MGP) sites, third party sites, PRP groups and building demolition is a considerable plus.
  • PMP or CHMM Certification.
  • Experience with PCB regulations.

Responsibilities

  • Manages a team of technical project managers & staff who oversee the SIR of MGPs and other contaminated sites for which the Company has responsibility to ensure that the projects are executed in accordance with applicable regulations and administrative orders, consent orders and agreements.
  • Coordinates project teams including external project support. Help set team goals and strategic direction with Director and/or senior management, as well as undertaking action plans, program management, and team assignments to accomplish goals.
  • Responsible for preparing budgets and proactively forecasting potential changes to site conditions or approvals and informs management.
  • Responsible for monitoring and working with staff to update site Liability Estimates.
  • Interprets and administers company policies and procedures. Plans and implements training and development of teams. Determines resource needs within business area.
  • Coordinates with other departments, consultants, attorneys, utilities, regulatory agencies, government agencies, and major customers. May represent the company at Federal, State or local agency or municipal meetings and testify in regulatory hearings.
  • Proactive approach to overseeing work, measures progress and takes actions to ensure projects are delivered such that technically sound and cost-effective decisions and approaches are employed to meet project objectives.
  • Approves project plans, executes contract strategies to undertake work and monitors and authorizes expenditures.
  • Considers innovative ways to undertake work, promoting automation and efficiencies in day-to-day work streams.
  • Provides recommendations on policies and goals desired and implements new/revised processes and procedures according to established guidelines.
