About The Position

The Manager of Energy Efficiency Analytics develops strategic business plans and delivers clear, consistent and coordinated analysis, guidance, reports, and recommendations for the energy efficiency team, stakeholders, and regulators as needed. Actively seeks opportunities to enhance our Energy Efficiency programs and offerings through creativity and innovation to better serve our customers. Provides cohesive leadership for Energy Efficiency across multiple states while cost-effectively meeting and/or exceeding energy savings goals, Clean Energy Implementation Plan (CEIP) requirements and expanding the benefits of our Energy Efficiency programs. Leads a team of energy efficiency analysts to support Energy Efficiency operations. Represents the Company and Energy Efficiency on regional committees and coordinates with regional investor-owned utility (IOU) Energy Efficiency management on issues and conditions impacting utilities in discussions with all three state (WA, ID, and OR) Public Utility Commissions (PUCs). Develops plans and strategies to meet and exceed the energy savings targets through the demand side management programs business plan. Provides regulatory reports and analysis to support public policy compliance and prudent use of public funds for energy efficiency. Evaluates the cost effectiveness of energy efficiency programs including verifying savings as needed and analyzing program proposals for adherence to company and portfolio performance criteria. Supports and provides guidance for Evaluation, Measurement and Verification (EM&V) Plan requirements for new and existing programs. Proactively identifies, researches, defines and makes recommendations for the most complex issues that impact the management and direction of the energy efficiency programs. Analyzes industry and business trends and works with customer-facing staff for best practices to anticipate customer needs. Supports resource analysis team effort for the company’s electric and natural gas Integrated Resource Plans and collaboratives cross-functionally with Energy Efficiency team members including management, program managers, engineers, account executives, and other program staff to ensure and develop a consistent, timely and transparent approach to Energy Efficiency Business Planning. Participates in Energy Efficiency Advisory Group meetings, customer meetings, webinars, and provides special analysis as needed. Responsible for developing requests for proposal and managing third party consultant efforts such as Cost‑Performance Analysis (CPA), EM&V, Energy Savings platforms, non‑Energy Impacts (NEIs), or third-party data. Works collaboratively on issues and processes that advance energy efficiency for the benefit of customers and support the acquisition of energy savings. Coordinates with other managers and senior leadership to ensure resource optimization, prioritization of work, and effective stakeholder engagement including advisory groups, PUC staff, and customer meetings. Acts as a safety advocate and supporter of best practices to further the organization’s safety principles and initiatives. Ensures activities, services, and products comply with applicable regulations, rules, policies, and procedures. Coordinate responses to audits and data requests from internal and external parties. Facilitates reviews of requested material and written responses. Manages budgets, contracts with third parties, supports Energy Independence Act (EIA) compliance. Provides comprehensive budget analysis, assesses and analyzes regulatory compliance reporting requirements. Supports the design, analysis and implementation of cost effective and innovative energy efficiency programs. Manages personnel including hiring, performance management, coaching, employee engagement, continuous education, training, and development. Develops and implements work plans, standard operating procedures, program improvements, and best practices; responsible for instituting a culture of high performance and continuous improvement. Ensures activities, services and/or products are compliant with applicable regulations, rules, policies and procedures. Fosters a positive and supportive work environment; promotes inclusion and belonging in the workplace; and contributes to an environment of mutual respect. This position has the authority of a formal manager, leading three (3) or more direct reports; responsible for hiring, firing and performance reviews. Complexity of work as manager requires significant or extensive experience and knowledge of the job and supervision/management of others. Level of discretion is considerable, creating and implementing policies, procedures, and/or practices within the department; makes decisions, takes actions, and reports to leadership after. Level of supervision received is limited; work is guided by broad objectives with periodic status reviews. The role requires a high degree of independent judgment and discretion. Interaction with regulatory bodies is significant, often involving complex issues with substantial policy and financial implications for the Company. Decisions and recommendations made in this role can directly influence regulatory outcomes and long-term strategic direction.

Requirements

  • Bachelor’s degree from a regionally or nationally accredited college or university in Economics, Statistics, Engineering, Accounting or a related field required. Advanced degree preferred.
  • 5+ years of direct experience in energy efficiency program design, evaluation, regulatory compliance, public policy, demand response (DR), distribution energy resources (DER), analysis and reporting.
  • 3+ years’ leadership experience, including supervising or leading teams, projects, or cross-functional initiatives.
  • Proven competency and display of knowledge in the Energy Efficiency domain and the WA Climate Commitment Act (CCA). Must have basic knowledge of activities associated with implementing energy efficiency programs including but not limited to Evaluation, Measurement and Verification protocols.
  • Full and complete working knowledge of safe work practices and safety rules.
  • Effective communication skills, including written, verbal, interpersonal, and organizational skills.
  • Ability to apply critical thinking to objectively analyze information, evaluate options, identify root causes, and make sound business decisions.
  • Demonstrated ability to organize and supervise the work of others.
