GENERAL DUTIES The Manager, Emergency Manager has comprehensive knowledge of hospital operations and of the vital services provided to the community. This includes understanding essential and non-essential services during an event and the recovery of critical services post event. Annually performs a hazard risk assessment to identify hazards that can impede hospital operations or access. Develops and implements mitigation plans to address identified hazards Identifies and evaluates critical resources and supplies necessary for 96-hour response. Coordinates and implements specialized threat specific Emergency Management training for staff and responding departments. Develop and perform drills, tabletops and functional exercises to test our response plans. Collects data from event responses through hot-wash meetings, surveys, and other means to identify what works well and what improvements must be made. Creates an After-Action Plan, post events based on data collection to implement improvements. Functions as the Liaison Officer during emergency events and provides guidance to Incident Command to ensure the National Incident Management System (NIMS) is being followed. Works collaboratively with System Emergency Management Governance Committee, Actively participate in state and regional meetings, planning, events, and drills. Provides oversight of state and federal required updates to ensure timely completion and accuracy. Identify budgetary needs and provides oversight and tracking of grant funding. Chairs the Emergency Management and Physical Environment Committees and ensure regulatory compliance. Perform physical environment rounding to identify deficiencies, implement corrective actions, and track hospital wide compliance. Provide guidance and direction for the required management plans under the physical environment standards to include Safety, Security, Life Safety, Utilities, Hazardous Materials and Waste, and Medical Equipment Management. Perform periodic review of required Utility and Life Safety documentation to ensure compliance. Complete annual assessment and plan review of the Emergency Management and Physical Environment plans for appropriate scope and performance. Participates in regulatory surveys TJC, CMS LADH, DHH, LASFM, ETC. Knowledge, Skills, and Abilities Proficient in quality improvement processes. Proficient computer skills in MS Office (word, excel, power point) to develop spreadsheets graphs and presentations. Requires above average written and oral communication skills. Requires the ability to deal with Environmental Conditions such as, working inside and outside, in differing weather conditions, and working in close quarters with others under stressful conditions.
