About The Position

Performs highly advanced (senior‑level) managerial work directing the Data Analysis and Calculations team that supports the Long‑Term Services and Supports (LTSS) section of the Provider Finance Department (PFD). The team contributes to rate development, supplemental payment calculations, and ongoing financial monitoring. Work involves planning, organizing, and evaluating complex analytics, calculation methodologies, data management practices, and automated reporting to support transparent, reproducible Medicaid and LTSS rate setting, cost reporting, and financial analysis that inform leadership and legislative decision‑making. This position provides advanced technical leadership; establishes goals, priorities, standards, and quality controls; ensures adherence to data governance and security requirements; and collaborates with internal and external stakeholders. Works under minimal supervision, with extensive latitude for initiative and independent judgment. Supervises the work of others.

Requirements

  • Knowledge of Medicaid and LTSS reimbursement methods, cost report concepts, and provider data sources used in rate setting and supplemental payment programs.
  • Knowledge of local, state, and federal laws and regulations relevant to Medicaid, LTSS programs, and state agency financial and data management.
  • Knowledge of data management and analytics concepts, including relational databases, data modeling, data visualization, and business intelligence.
  • Skill in using MS Excel, SAS Viya, and SQL tools for data analysis, data visualization and reporting.
  • Skill in performing queries, extracting and joining data, and loading data using SQL and/or other query languages, and in overseeing staff who use these tools.
  • Skill in using logic and reasoning to design, test, and validate complex calculation routines and analytic methods, and to evaluate alternative solutions to technical and policy problems.
  • Skill in supervising technical and analytic staff, balancing workloads, and fostering a culture of quality, documentation, and continuous improvement.
  • Skill in using computers and applicable software, including spreadsheets, statistical tools, and visualization platforms such as Tableau or similar products.
  • Ability to manage multiple business functions, projects, and competing priorities; establish goals and objectives; and develop and evaluate administrative policies and procedures for data and calculation activities.
  • Ability to interpret and explain complex technical and financial concepts to non-technical audiences, including program staff, leadership, and external stakeholders.
  • Ability to prepare high-quality technical documentation, reports, and dashboards that support transparent and reproducible LTSS rate setting.
  • Ability to communicate effectively and maintain effective working relationships with internal and external partners, including IT, actuaries, and program areas.
  • Graduation from an accredited four-year college or university. Master’s degree preferred.
  • At least three years of relevant subject matter experience in advanced data and analytics methods or Medicaid reimbursement.
  • At least one year of supervisory or team‑lead experience, including directing staff, coordinating work products, or overseeing analytic projects.

  • Professional certifications in data analytics, finance, or a related field (e.g., professional data analytics certification, CPA, actuarial designations) may be considered a plus but are not required.

Responsibilities

  • Directs Team Operations and Staff Development (20%). Directs daily operations of the Data Analysis and Calculations team. Manages workload distribution, performance evaluation, recruitment and hiring, mentoring, and staff development to strengthen analytic and technical capacity aligned with LTSS rate‑setting and reimbursement needs.
  • Leads Models, Tools, Data Assets, and Quality Standards (30%). Oversees the design, development, enhancement, and maintenance of datasets, models, calculation tools, and automated processes that support financial analyses regarding LTSS rate modeling, supplemental payments, dashboards, legislative requests, etc. Establishes and enforces documentation, data validation, and quality assurance standards for analytic outputs and rate calculations.
  • Sets Strategy, Priorities, and Resource Plans (10%). Plans long‑range goals, project priorities, schedules, and performance benchmarks for complex analytic and calculation initiatives. Identifies and allocates necessary tools, software, data assets, staffing, and project resources in alignment with departmental and agency priorities. Leads continuous‑improvement efforts.
  • Provides Advanced Technical Leadership and Stakeholder Consultation (20%). Serves as a subject matter expert on advanced data and analytic methods, including relational databases, business intelligence platforms, and programming for rate and financial analysis. Translates business, policy, and operational requirements into analytic specifications and calculation logic in collaboration with rate‑setting teams, program staff, IT, forecasting, actuaries, and other stakeholders.
  • Assesses Policy Impacts and Recommends Methodological/System Changes (5%). Reviews proposed federal and state laws, waiver or state plan changes, and policy initiatives to evaluate impacts on LTSS data, models, and calculation requirements. Recommends and oversees updates to systems, methodologies, and processes to ensure compliance, accuracy, and operational effectiveness.
  • Ensures Governance, Reporting Quality, and Executive Support (10%). Ensures compliance with data governance, security, and privacy requirements. Oversees the preparation, quality assurance, and approval of technical documentation, calculation methodologies, and executive‑level reports and visualizations. Leads efforts to strengthen transparency, reproducibility, and accuracy in automated calculation and reporting processes. Provides high‑level analytic support to agency leadership and serves as a key resource to the LTSS Director or Provider Finance Director.
