GENERAL PURPOSE: Under general direction, manages environmental planning for Sound Transit projects, focused on projects within a designated delivery team or subarea of the Sound Transit district. Plans, prioritizes, assigns, supervises, and reviews the work of environmental staff and consultants. Manages resources for environmental teams; establishes methods for supporting all projects during planning, design, pre-construction, construction, and operations within designated delivery teams; participates in the development of environmental goals, policies and procedures; maintains a thorough understanding of the environmental regulations and other requirements and maintains effective relationships with agencies, regulators, and local jurisdictions that administer and enforce environmental programs applicable to Sound Transit. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Plans, directs, coordinates, and reviews the work of staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations. Manages preparation of environmental review and documentation for projects including technical methodology, strategic approach, and quality control; including assuring compliance with established policies, NEPA/SEPA, and third party regulations while overseeing work of assigned staff and consultants. Negotiates agreements and mitigation commitments with third parties. Maintains environmental mitigation tracking and reporting system for project commitments as assigned. Collaborates with key staff in complementary divisions within the agency (Environmental Compliance, Environmental Permitting and Ecosystems, and Sustainability) to ensure effective engagement on project issues. Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects in assigned delivery teams. Provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, and discipline procedures as appropriate/necessary. Assists supervisor in workload balance and prioritization between delivery teams, including taking on assignments to support other teams as needed. Establishes schedules and methods or resource needs to support all projects during all phases of project delivery. Oversees emergent situations; responds to and investigates reports from community members, affected property owners, agencies, regulators, inspectors, and businesses in assigned corridor; recommends and approves corrective action; responds to and resolves difficult environmental issues; and briefs management on sensitive issues and prepares plans to address sensitive issues. Manages budgets for contract tasks; maintains records concerning projects and programs; and prepares reports on environmental activities. Assists in developing and/or updating environmental planning focused procedures; implements such policies and procedures and ensures consistency with the Agency’s Environmental and Sustainability Management System (ESMS). Attends and participates in professional group meetings; maintains awareness of new trends and developments in the environmental planning field; incorporates new developments as appropriate.
