We have an exciting opportunity for a Manager, Contracts, who. working as an individual contributor, will have the opportunity to manage the full range of the contract management proposal acquisition life cycle. In this role you will be supporting dynamic contracts with numerous internal (geographically disperse) and external customers as a critical partner with the Program and Proposal Management Offices. The contracts range from small trade studies to large Development programs. This position will be supporting both classified and unclassified contracts. In this role, you will be responsible for participation in the requirements analysis of Request for Proposals (RFP) (competitive and sole source) / Broad Agency Announcements (BAA), proposal strategy reviews and coordination, contract negotiation, contract administration, non-disclosure agreements, and other business agreements. Our contracts are Cost Reimbursable (CR), Cost Plus Fixed Fee (CPFF), Cost Plus Fixed Fee – Level of Effort (CPFF-LOE), Time & Material [T&M], Firm Fixed Price (FFP), Firm Fixed Price - Level of Effort (FFP-LOF), and Other Transaction Agreements (OTA).

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years of experience
  • Experience with contractual documents (Examples of contractual documents include Non-Disclosure Agreements [NDA], Proprietary Information Agreements [PIA], Associate Contractor Agreements [ACA], Teaming Agreements [TA], contracts, subcontracts, Requests for Proposals [RFP] and / or proposals
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • DoD Clearance: Secret

  • Experience working in classified areas
  • Experience developing and maintaining high-performance relationships with internal and external stakeholders and customers
  • Experience working competitive pursuits in excess of $100M.
  • Experience with pre-proposal strategy, proposal development, negotiation and start up phases of programs
  • National Contract Management Association (NCMA) certification
  • Demonstrated ability to use clear and concise written and verbal communications

Responsibilities

  • Work as a collaborative team member with Program Managers, Engineering, Finance, Supply Chain and Legal to construct and submit proposals to win new business.
  • Negotiate price and terms (including Federal Acquisition Regulations [FAR] and Defense Acquisition Regulation Supplement [DFAR] causes); advise management of contractual rights/obligations; and manage contracts after award.
  • Interface with customers for correspondence, contractual changes and contractual issues.
  • Influence others through the explanation of facts, policies and practices.
  • Investigate and resolve contractual matters by critically thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders.
  • Provide advice/guidance on regulations, and policy/procedure to mitigate risks and unauthorized changes.
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards.
  • Work with local Defense Contract Management Agency (DCMA)/ Defense Contract Audit Agency (DCAA) on government contracts.
