About The Position

Raytheon is seeking a Manager, Contracts to join the Advanced Technology Strategic Business Unit (SBU) supporting our Sub-Strategic Business Unit (SSBU) Airborne Spectrum Dominance Contracts team. The Advanced Technology SBU of Raytheon acts as the front end of the business developing the next generation of technologies that will defend our troops and make the world a safer place. Our technologies span from Electro-Optic (EO) to Radio Frequency (RF) spectrums. The charter of the AT/ASD business is to identify and develop new and leading-edge capabilities, leveraging Raytheon’s key technologies, creating trusted, innovative solutions to address local and world-wide problems. As a Contracts Manager working as an individual contributor, you’ll have the opportunity to support dynamic contracts with numerous internal and external customers as a critical partner with the Program and Proposal Management Offices (PMO). The contracts range from small trade studies to large Development programs. This position will be supporting both classified and unclassified contracts. In this role, the individual will be responsible for participation in the requirements analysis of Request for Proposals (RFP) (competitive and sole source) / Broad Agency Announcements, , proposal strategy reviews and coordination, contract negotiation, contract administration, Non-Disclosure Agreements, and other business agreements. Our contracts offer a wide variety of experience related to Cost Plus Fixed Fee (CPFF), Cost Plus Fixed Fee – Level of Effort (CPFF-LOE), Firm Fixed Price (FFP), Firm Fixed Price - Level of Effort (FFP-LOE), and Other Transaction Agreements (OTA). Success in this position is defined as being a business partner with the assigned teams. Enablers for success include being able to effectively multitask; familiar with DoD contracting; and demonstrate good communication skills to be able to interface with all levels of internal and external customers.

Requirements

  • Typically requires University Degree and minimum of 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • Experience reviewing RFPs, proposals and contractual documents for contractual requirements and risks,
  • Experience in performing as key contributor during the pre-proposal strategy, proposal development, negotiation and start up phases of programs
  • Experience with multiple contract types (CPFF, FFP, FFP-LOE, T&M, OTA) that are governed by FAR, DFARS and/or other Agency Supplements
  • Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain Top Secret after start
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Responsibilities

  • Work as a collaborative team member with Program Managers, Engineering, Finance, Supply Chain and Legal to construct and submit proposals to win new business; negotiate price and terms; advise management of contractual rights/obligations; and manage contracts after award.
  • Interface with customers for correspondence, contractual changes and contractual issues.
  • Influence others through the explanation of facts, policies and practices.
  • Investigate and resolve contractual matters by critically thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders.
  • Provide advice/guidance on contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards.
  • Work with local DCMA/DCAA on government contracts.
