About The Position

Join our team and play a pivotal role in advancing healthcare operations at UAMS. The Clinical Contract Manager oversees the clinical portfolio of supply contracts, ensuring the effective management, optimization, and compliance of agreements that support patient care across the organization. In this role, you will lead the lifecycle management of contracts for capital equipment, clinical supplies, and clinical commodities while maintaining accurate repositories and ensuring the smooth throughput and upkeep of agreements under the guidance of the Director of Contract Services. You will also mentor and guide team members, ensuring standard methodologies for contract management are consistently applied and that analytics and reporting tools are leveraged to maintain accurate and up-to-date contract data in N-tracts and other systems. As a key collaborator, the Clinical Contract Manager partners with the Director of Supply Chain Contracting, Value Analysis teams, Data and Analytics professionals, Group Purchasing Organization (GPO) representatives, vendors, and clinical leaders to identify and drive contract-related savings opportunities that strengthen operational efficiency and support high-quality patient care. When opportunities are identified, you will delegate initiatives to team members and oversee projects through successful completion. This role ensures that all contracting activities and deliverables comply with Arkansas State Laws, DFA Policies, University of Arkansas System Policies, and UAMS policies, regulations, and procedures. Requirements

  • Bachelor’s Degree in related field plus 4 years of experience in Supply Chain, Value Analysis, Nursing (RN/LPN), Surgical Technologist, and/or Contracting Experience including 2 years in direct supervisory experience.
  • Ability to efficiently and successfully prioritize projects/schedules with internal and external customers.
  • Ability to communicate effectively in oral and written form.
  • Working knowledge of Microsoft Office products and Adobe.
  • Strong organizational skills, meticulous attention to detail, ability to multi-task.
  • Ability to work effectively to motivate team with under tight deadlines.
  • Ability to work in an office setting.

Responsibilities

  • Oversee the clinical contracting portfolio, ensuring timely execution, accuracy, and compliance for all capital equipment, clinical supply and commodity agreements.
  • Manages the competitive sourcing process to secure optimum pricing, terms, and conditions while maintaining strong working relationships with vendors, GPOs, UAMS departments, and state authorities.
  • Identifies contracting issues proactively, communicates them to appropriate stakeholders, and collaborates with the Director of Contracting to resolve concerns.
  • Reviews, prepares, and processes contract reporting, documents, amendments, enters information into the applicable contract management software system, and prepares correspondence for approval.
  • Ensures all contracting activities comply with Arkansas State Laws, DFA Policies, UofA System Polices, and UAMS policies and procedures.
  • Collaborates with Value Analysis to support product reviews, ensure contract compliance, identify product or utilization conflicts, and escalate non-compliant product requests when necessary.
  • Partners with Procurement to verify and validate contracted pricing, ensure accurate price loading, and resolve pricing discrepancies.
  • Creates and transmits Business Associate Agreement (BAAs) prior to establishing binding business relationships and maintains required documentation.
  • Supervises subordinate staff, ensuring adherence to standard operating procedures, timely completion of work, and consistent application of best practices.
  • Research and recommend practices and procedures to strengthen internal controls and ensure that department personnel follow best practices.
  • Works with department HR liaison on timekeeping and HR actions and provides operational oversight with appropriate decision-making latitude within procurement regulations.
  • Hires, trains, and develops Clinical Contracting Manager's subordinate staff.
  • Consistently conduct team meetings.
  • Provides timely input on performance and conducts one-on-one sessions with direct reports.
  • Develops direct reports through active participation in career planning, coaching, and modeled behavior.
  • Provides coaching and education opportunities to ensure continued growth in skillset and professional attributes.
  • Collaborate with HR Business Partner.
  • Serves in an administrative capacity in assisting the Director with contract reviews and proposals on both supply/commodity and service agreements.
  • Participates in developing policies and procedures for the Director's consideration and approval and provides recommendations for changes and improvements to existing policies and procedures.
  • Assist Director with resolving general to complex inquiries, comments, and complaints.
  • Use numerous software applications to work and track contractual documents.
  • Utilizes the BAA HOMIS/BATS software system to review/update BAA's and may create reports as requested.
  • Ensures annual updates regarding Arkansas State Laws, DFA Policies, UA System Polices, and UAMS policies and procedures are communicated to contracting staff members.
