Join us as we build a knowledgeable and collaborative team that courageously changes how transit projects will be delivered.   Our Scarborough Subway Extension Office within the Subways Program Group is looking to hire a Manager, Construction who is accountable for the project management of capital infrastructure projects associated with Metrolinx railway corridors including the planning, scope, design, procurement, construction and commissioning phases. This position will manage a team of external staff (Technical Advisors) and oversee consultants and contractors’ work. Actively leads all activities to ensure achievement of objectives according to defined timelines, budget, and approved project deliverables.

Requirements

  • Completion of a degree in applied science, engineering, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Demonstrates project management experience related to the planning, design, and construction of transit facilities, station infrastructure and related works
  • A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc. (approximately 5%). Must meet and maintain the corporate standard for a good driving record
  • Project management methodologies to manage transit and infrastructure projects from start to completion; knowledgeable of procurement processes to identify opportunities for improvements and cost savings
  • Has experience with mechanized tunneling methodologies (particularly Earth Pressure Balance Tunnel Boring Machines (EPB TBMs) along with experience working on various job sites that involve both surface and underground components
  • Understands project close out procedures and requirements in line with the Project Agreement as well as the documentation required for successful project completion and closeout / handover
  • Understands theories, principles and practices of civil and architectural design and construction; skill and proficiency in broad phases of engineering application
  • Knowledge of Contract Law and standard contract forms (CCDC), the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions

Responsibilities

  • Performs full project life-cycle project management role and responsibilities within a collaborative minded project team on a complex, dynamic and high-risk project, as required to meet corporate commitments, with or without staff delegation
  • Manages project progress, analyses current and future work activities to identify deficiencies and opportunities for efficiencies; recommends and implements solutions
  • Delivers projects from initial conception through commissioning and transfer to next stage of the SSE within scope, on budget and on schedule; oversees project activities to ensure requirements compliance with good project management and construction practices, as well as corporate design standards and applicable municipal, provincial, and federal codes
  • Integrates multiple corporate requirements into projects, including technical design, environmental assessment conditions, community and municipal commitments, Passenger Charter, design excellence, and property acquisition conditions, analyzing potential conflicts, delays or issues resulting from integration of corporate requirements with overall project plan
  • Consults and collaborates with the applicable Centre(s) of Excellence to determine and incorporate requirements and obtain sign-off at agreed-upon intervals to ensure projects across the system are developed, implemented, and integrated consistently, efficiently, safely, and in a coordinated manner
  • Oversees consultant and contractor scope and quality of work, identifies existing and potential issues, and initiates corrective action to avoid serious project delays or budget impacts; determines what requires escalation and initiates appropriate action
  • Works in conjunction with Metrolinx's other business units, operational divisions and various internal stakeholders and communicates effectively with agencies, utility companies and other external stakeholders to define requirements, develop project implementation plans and monitor compliance
  • Ensures general compliance with the contractual framework and provides oversight of design and technical requirements where required
  • Works with a multidisciplinary team comprised of employees, Delivery Partner(s), consultants/Technical Authority, and third-party contractors to deliver high-quality product and service, and oversees the day-to-day delivery of project team members involved in the coordination and administration of project elements
  • Reviews and evaluates consultant studies, reports, design proposals, specifications, and contract documents, to meet established policies, procedures, and standards
