The Commercial Nuclear Estimating Manager leads, develops, and manages all estimating activities for complex nuclear projects, including new builds, modifications, and decommissioning. This role is responsible for establishing standardization across estimating procedures, performing conceptual-to-detailed take-offs, and ensuring competitive, accurate bids while adhering to stringent nuclear safety and regulatory compliance requirements. Citizenship Requirement: This position requires access to nuclear facilities and information governed by U.S. federal regulations. As a result, applicants must be U.S. citizens to meet eligibility and security clearance requirements. What You’ll Do Here:

Requirements

  • Education: Bachelor’s degree in engineering, Construction Management, or a related field or practical experience.
  • Experience: 10–15+ years of progressive estimating experience in heavy industrial EPC environments, with a minimum of 3–5 years focused on nuclear projects.
  • Leadership: Demonstrated experience leading teams of estimators and managing complex, high-value bids.
  • Software Proficiency: Expert-level knowledge of MS Excel and familiarity with estimating software (e.g., InEight Hard Dollar, WinEst, Sage, Microsoft 365 suite, and Adobe Acrobat).
  • Technical Knowledge: Strong ability to interpret complex technical drawings, specifications, and 3D models.
  • Regulatory Knowledge: Understanding of nuclear regulatory standards, QA/QC compliance, and labor productivity factors.
  • Excellent interpersonal and communication skills, capable of influencing early business expectations.
  • High attention to detail and ability to work under pressure to meet tight deadlines.
  • Strong negotiating skills, particularly with sub-contractors and vendor pricing.

Nice To Haves

  • Professional certification (e.g., Certified Cost Professional (CCP) or Certified Cost Estimator/Analyst (CCEA)) preferred.
  • Experience with SMR (Small Modular Reactor) technologies or new build initiatives preferred.
  • Active Security Clearance (Q or L)

Responsibilities

  • Estimating Leadership: Lead a team of estimators in the preparation of Class 5 to Class 2 (AACE International) construction estimates for large-scale nuclear projects.
  • Process Standardization: Establish, implement, and maintain company-wide estimating standards, procedures, and templates to ensure consistent, scalable methodology.
  • Cost Analysis & Modeling: Develop detailed cost models, including direct labor, material, equipment, and subcontractor pricing (including self-perform).
  • Proposal Management: Support the entire estimating proposal process, from RFP/RFQ analysis to final bid submission.
  • Risk Mitigation: Actively participate in risk identification and management, conducting quantitive analysis (e.g., Monte Carlo) and ensuring proper contingency planning.
  • Cross-Functional Collaboration: Partner with Project Controls, Scheduling, Engineering, and Procurement teams to integrate cost baselines and ensure accurate work package planning.
  • Stakeholder Presentation: Prepare and present detailed estimate results to executive leadership and clients.
  • Continuous Improvement: Monitor pricing trends, maintain historical cost databases, and conduct post-project reviews to enhance future estimating accuracy.
  • Compliance: Ensure all estimates comply with nuclear regulatory standards, QA/QC requirements, and federal guidelines (if applicable).
