About The Position

The Program Manager will provide day to day leadership, supervision, coordination, and support for the Penn Community Violence Prevention program of the Penn Injury Science Center. This role is responsible for strong operational management, staff supervision, and performance monitoring to ensure the successful delivery of two Community Violence Intervention (CVI) programs and ensure the timely completion of all deliverables, milestones, and grant requirements. In this role, the Program Manager will oversee day-to-day operations across both interventions, including managing workplans, timelines, calendars, and coordination across program components. They will monitor progress using program data and operational indicators, identify barriers early, and implement corrective action plans to keep activities on track. The Program Manager will also ensure consistent, accurate documentation of services and outcomes in the program’s database and related tracking systems. A core responsibility of this position is strong staff supervision and team leadership. The Program Manager will directly supervise and support a multidisciplinary team that includes community-based outreach workers, school-based outreach staff, and hospital-based violence intervention staff, including supervision of a school-team supervisor. They will set clear performance expectations, provide regular supervision and field support, and conduct structured performance check-ins to promote accountability and professional growth. The Program Manager will coordinate staffing plans and coverage to maintain caseload balance, service continuity, and team responsiveness, while fostering a culture of professionalism, teamwork, and shared commitment to program goals and community needs. The Program Manager will oversee case management operations and quality assurance across teams, including intake flow, participant engagement, service planning, follow-up schedules, and safety planning. Using real-time information and routine case review, they will guide staffing decisions and help ensure participants receive timely, appropriate, and consistent support. The Program Manager will also coordinate onboarding, training, and ongoing professional development for outreach and intervention staff. They will provide regular coaching and operational guidance so staff can perform effectively in high-stress environments while feeling supported. In partnership with program leadership, they will help implement and reinforce protocols related to staff safety, crisis response, confidentiality, and professional boundaries. Finally, the Program Manager will build and maintain strong relationships with local community organizations, and health and social service providers to expand referral pathways and supports for participants. They will coordinate referrals and follow-through to help participants access housing supports, benefits, behavioral health services, education and employment resources, and other wraparound services essential to stability and violence prevention.

Requirements

  • A Bachelor’s degree and 3 years to 5 years of experience, or an equivalent combination of education and experience, are required.
  • Candidate must have two to three years’ experience working in community violence prevention and/or project management with content knowledge of community violence intervention.
  • Must have training and skills to provide trauma informed support for outreach workers.
  • Must have excellent communication skills (written and verbal), organizational skills, and ability to navigate relationships with people of various backgrounds.
  • Proven ability to document programmatic activities and operate data/program management software.
  • Working knowledge of all applicable computer software.

Nice To Haves

  • Master’s degree in social work preferred.
  • Extensive knowledge of West/Southwest Philadelphia and other high-risk neighborhoods a plus.

Responsibilities
