About The Position

Venture Global LNG (“Venture Global”) is a long-term, low-cost provider of American-produced liquefied natural gas. The company’s two Louisiana-based export projects service the global demand for North American natural gas and support the long-term development of clean and reliable North American energy supplies. Using reliable, proven technology in an innovative plant design configuration, Venture Global’s modular, mid-scale plant design will replace traditional designs as it allows for the same efficiency and operational reliability at significantly lower capital cost. We are seeking qualified applicants for the position of Air Quality Compliance Manager, Pipeline in Houston, TX to oversee and implement the air compliance program for the current and future Pipeline Projects. The Air Quality Compliance Manager, Pipeline position will be based at Houston, Texas office and travels frequently to current and the future project locations in Louisiana and Texas. In this critical role, the candidate will be responsible for developing and implementing Air Quality Regulatory Compliance Program related activities assigned by the corporate management and the site management. This is a full-time salaried position.

Requirements

  • Bachelor’s degree in Chemical or Environmental Engineering, Environmental Science, or related discipline is required. Master’s degree is preferred.
  • 10+ years of relevant Air Quality Permitting and Compliance experience. Air Quality Compliance management experience in Louisiana is preferred.
  • Familiarity with the EPA and Louisiana Air Quality regulations and overall understanding of Title V and PSD Permit programs.
  • Demonstrated understanding of air emission calculations and emission reporting procedures.
  • Knowledge of Microsoft Office Suite including Outlook, Word, Excel, Visio, Project & PowerPoint. Advanced understanding of MS Excel is desired.
  • Transportation Worker Identification Credential (TWIC) card and a valid driver’s license are required.
  • Must be able to work in hot and humid environments, outdoors and lift up to 50 pounds.

Nice To Haves

  • Master’s degree is preferred.
  • Air Quality Compliance management experience in Louisiana is preferred.
  • Prior work experience in the LNG or other oil and gas sectors is preferred.
  • Advanced understanding of MS Excel is desired.

Responsibilities

  • Work closely with the multiple sites and the corporate staff to understand site specific processes and operating procedures to effectively support the Air Quality Regulatory Compliance Program. This position requires working closely with the multiple sites to develop and implement the air compliance program.
  • Collect relevant data from the site staff, contractors, and corporate staff to demonstrate compliance with the monitoring, recordkeeping, and reporting requirements. Provide technical support to operations staff to ensure compliance with the Clean Air Act and other related Federal and State air permitting requirements.
  • Involves at least 35% - 40% of traveling to multiple project sites at Louisiana and Texas.
  • Coordinate with multiple sites and air permitting team to ensure that the permits are obtained on a timely manner prior to construction and operation.
  • Manage preparation of Air Quality Compliance Plans and Procedures for the site. Develop new and maintain and improve existing regulatory compliance systems and tools to drive improved compliance performance and enable departmental efficiencies.
  • Manage air emission inventories, related background data, and weekly and monthly Air Quality Compliance reports. Present the findings to the site and the corporate leadership periodically.
  • Develop and implement tools to track and support air compliance program including completing and submitting all required regulatory reports, not limited to, annual emissions inventory, semiannual monitoring report, greenhouse gas reporting, annual compliance reports, etc.
  • Conduct site walk throughs and coordinate periodic stack tests and fugitive monitoring surveys.
  • Conduct Air Quality Compliance trainings for the site staff.
  • Participate in conducting internal site audits of Air Quality Compliance activities.
  • Review and interpret the federal (e.g., NSPS, NESHAP) and the LDEQ regulatory requirements, as needed. Participate in industry activities, such as regulatory development stakeholder efforts.
