About the position

The mission of the Human Services Department (HSD) is to provide comprehensive social services to improve the quality of life for Phoenix residents. The department provides a comprehensive array of services to help people achieve their highest level of self-sufficiency. Services and programs reach a diverse population of Phoenix residents from preschool children participating in Head Start programs to older adults attending senior center activities. Human Services Department programs provide a safety net of services for the community, work to prevent homelessness, maintain independent living and prepare children for success in school. The Management Services Division of HSD currently has a vacancy for an Accountant I. The Management Services Division provides support services to the department through five sections: fiscal, information management, contracts administration and grants, facilities and property management, and administration. The Accountant I performs entry-level, professional accounting work with minimal supervision in a variety of fiscal settings such as payroll, procurement, general ledger accounting, accounts payable, accounts receivable, sales tax accounting, and departmental accounting activities. The work may include the editing of payroll data along with pay check calculations, review of source documents used in accounting, the maintenance of ledgers, registers or other records, initial entry or control accounts, and the preparation of financial, statistical, and narrative reports for operational, capital, and grant related activities.

Responsibilities

  • Perform entry-level, professional accounting work with minimal supervision.
  • Handle payroll, procurement, general ledger accounting, accounts payable, accounts receivable, sales tax accounting, and departmental accounting activities.
  • Edit payroll data and perform paycheck calculations.
  • Review source documents used in accounting.
  • Maintain ledgers, registers, or other records.
  • Prepare financial, statistical, and narrative reports for operational, capital, and grant-related activities.

Requirements

  • A bachelor's degree in accounting or finance; or four years of paraprofessional accounting and/or payroll experience.
  • Familiarity with accounting transactions rules, regulations, and internal controls.
  • Ability to collect and analyze financial data.
  • Strong organizational skills to manage multiple tasks and process documents timely and efficiently.
  • Understanding of the City of Phoenix requirements pertaining to processing documents and encumbering funds.
  • Understanding of governmental accounting concepts such as encumbrance.

Nice-to-haves

  • Experience performing general accounting responsibilities.
  • Experience preparing and maintaining accounting records/logs.
  • Customer service experience.
  • SAP/SRM experience with Accounts Payables, Accounts Receivables, and Procurement.
  • Cash handling and Point of Sale experience.
  • Administrative work experience related to account management.
  • Experience reconciling accounts for internal and external customers.
  • Proficient using Microsoft Excel.
  • Procurement experience.
